The electric field inside a conductor is zero. so if we take a Gaussian spherical surface just covering the inner surface of the shell C, the flux on it will be zero. Hence from Gauss's law, the charge on the inner surface of shell C should be -3Q and form conservaation of charge, charge on the outer surface of C will be +2Q.
