When a piece of paper wrapped around an aluminium pipe is heated than the heat is transferred to the aluminium pipe because Al is a good conductor of heat. So the temperature of the paper does not reach its ignition temperature. But in case of heating the paper itself, the ignition temperature of the paper reaches readily and the paper catches fire.
