Ans: Resource planning is needed in a country like India because India has enormous diversity in the availability of resources. There are regions which are rich in certain types of resources. There are regions which have acute shortage of some vital resources

Resources planning involves following stages

i. Identification and inventory of resources across the regions of the country:

This involves surveying, mapping and qualitative and quantitative estimation and measurement of the resources

ii. Availability of appropriate technology, skill and institutional set up for implementing resource development Plan

iii. Matching the resource development Plans i.e. the resource development plan must match with the overall national development plan
