
The Union Public Service Commission (UPSC) has released the Civil Services Exam (CSE) 2025 cut-off marks for all stages of the examination, including the Preliminary Exam, Mains Exam, and Final Selection after the personality test. The announcement gives candidates clarity on the minimum marks required to qualify at each stage of one of India’s most competitive exams.
The Prelims cut-off marks are calculated only from General Studies Paper 1, as CSAT (Paper 2) is qualifying in nature and requires a minimum of 33% marks. The category-wise cut-offs are as follows:
General: 92.66
EWS: 89.34
OBC: 92.00
SC: 84.00
ST: 82.66
PwBD-1: 76.66
PwBD-2: 54.66
PwBD-3: 40.66
PwBD-5: 40.66
Candidates who clear the prelims are eligible for the Mains examination, which has the following category-wise cut-offs:
General: 739
EWS: 706
OBC: 717
SC: 700
ST: 694
PwBD-1: 703
PwBD-2: 708
PwBD-3: 536
PwBD-5: 451
The final cut-offs are calculated by combining marks from the Mains written exam and the personality test (interview). This determines the candidates recommended for appointment to services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and other central services.

The Civil Services Examination (CSE) 2025 cut-off marks are calculated only based on GS Paper-I, while GS Paper-II (CSAT) is qualifying in nature and requires a minimum of 33% marks, as per Rule-15 of the examination. Candidates must also secure at least 10% marks in each of the seven competitive papers, including:

In cases where two or more candidates secure equal aggregate marks, the following tie-breaking principles are applied:
Aggregate and Personality Test Considered: The candidate with higher marks in the compulsory/common papers of the written exam (Essay, GS-I, GS-II, GS-III, GS-IV) and the Personality Test combined is ranked higher.
Written Exam Only: If the tie persists, the candidate with higher marks in the compulsory/common papers alone of the written exam is ranked higher.
Age Factor: If a tie persists, the older candidate is ranked higher on the final merit list.
These rules ensure a clear and fair ranking for candidates when final scores are identical.
