The UPSC final merit list is not merely a reflection of academic memory but a comprehensive evaluation of a candidate's "administrative fit." Under the 2026 assessment guidelines, the final ranking is derived from a weighted combination of:
Mains Written Examination: Testing analytical depth, structured writing, and subject mastery across nine papers.
Personality Test (Interview): Conducted at Dholpur House, New Delhi, since January 2026. This 275-mark stage carries no minimum qualifying score but acts as the ultimate differentiator.
Editor’s Note: The Personality Test evaluates ethical reasoning, leadership temperament, and the ability to handle real-world governance scenarios rather than theoretical knowledge.
For the 2025 cycle, the UPSC notified 979 vacancies. While this is slightly lower than previous years, the commission has maintained a rigorous focus on inclusivity. A total of 38 vacancies are reserved for Persons with Benchmark Disabilities (PwBD), categorized as follows:
Blindness and Low Vision: 12 vacancies
Hearing Impairment: 7 vacancies
Locomotor Disabilities: 10 vacancies
Multiple Disabilities: 9 vacancies
Once the merit list is public, the UPSC forwards recommendations to the Department of Personnel and Training (DoPT). Allocation to services like the IAS or IPS depends on three factors: Rank, Category Reservation, and Preferences mentioned in the Detailed Application Form (DAF-II).
Selected officers will soon head to their respective academies:
IAS: Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.
IPS: Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Hyderabad.
IFS: Foreign Service Institute, New Delhi.
15:05 IST: The "Mains" Hurdle: Experts highlight that the 2025 Mains papers saw a shift toward more "applied" ethics and contemporary geopolitics, which will likely influence the final cut-offs.
14:18 IST: Cadre Preferences: Candidates are reminded that the DAF-II submitted earlier is now locked; service allocation will strictly follow the preferences recorded therein.
13:47 IST: Rising Female Representation: Early data suggests a continuing upward trend in female candidates reaching the interview stage, a positive sign for gender diversity in the 2025 batch.
