This crucial system, detailed in "Instructions for the Candidate to Access the Sliding Framework System," is designed to enhance post allocation efficiency and ensure fairness for candidates, including those who appeared for SSC JE CBT-2 and future applicants.
Historically, the SSC faced a significant challenge where a large number of vacancies remained unfilled annually. This issue arose primarily because selected candidates often did not appear for document verification (DV) or chose not to join their allotted departments, frequently due to securing positions in other examinations like State AE/JE or RRB JE. This led to two main problems:
Transfer of Unfilled Vacancies: Empty posts from one year were often carried forward to the next recruitment cycle.
Missed Opportunities: Candidates scoring just below the cut-off missed selection, as vacant seats were not immediately filled from the existing pool.
The new Sliding Framework System directly addresses these issues by preventing the transfer of vacancies and ensuring more immediate filling of posts.
The Sliding Framework System is designed with several core objectives:
Maximize Vacancy Filling: To ensure the highest possible number of released vacancies are filled.
Reduce Unfilled Vacancies: To minimize the number of posts that remain vacant after the selection process.
Promote Fair and Merit-Based Opportunities: To offer opportunities to candidates closer to the cut-off by adjusting it downwards if initial selections leave vacancies.
The system presents both positive and potentially perceived negative aspects:
Positive: It provides selection opportunities to candidates who might have been just below the initial cut-off, as vacant seats will be filled immediately.
Negative: While beneficial for individual candidates, it might result in a lower apparent number of new vacancies in subsequent years, as fewer posts will be transferred from previous cycles.
The new system begins with an initial allocation round, after which candidates choose between two options: Fixed or Float.
Preference Setting: Candidates first set their post preferences.
First Round Allocation: An initial allocation of posts is made based on merit and these preferences.
Document Verification & Authentication: Candidates then proceed to SSC's Regional Offices for document verification and Aadhaar authentication.

Single Sliding Round: Only one sliding round will be conducted. Unlike previous systems, there will be no waiting list or multiple rounds of new lists.
Preference Integration: Preferences are obtained from candidates, especially those near the cut-off, in advance.
Updated Allocation: Based on the identified vacancies in the single sliding round and candidate preferences/merit, an updated allocation will be made.
Finality: This process leads to the final merit list, published after the DV and the sliding process, confirming candidates who are definitively joining.
Candidates shortlisted for the next stage of examinations must undergo Identity Verification (IDV) for post confirmation.
Slot Booking: Candidates must book a slot for IDV, specifying the city, state, and regional office. Once booked, this slot cannot be changed.
Reporting to Verification Center: Candidates must report to the designated verification center with all required documents.

Dashboard Access: Candidates log in to their respective dashboards.
Venue Details Selection: They select their preferred city, state, and date for the IDV.
Slot Booking: An available slot for identity verification is then booked.
Confirmation and Venue Details: Candidates receive confirmation and specific venue details.
Final Selection Summary: After all processes are complete, candidates can view their final selection summary.
The portal will systematically guide candidates to fill in necessary details, including live photographs and signatures, to ensure the process is completed accurately. A declaration form will also require the candidate's signature.
