SSC JE 2026 Scribe Rules: What Has Changed From 2025?

SSC JE 2026 Scribe Rules: SSC has issued the guidelines regarding the JE scribe rules in the SSC JE Notification 2026. Candidates who want to take up the scribe in the JE exam. They should follow the guidelines regarding the SSC JE 2026 Scribe Rules. The provisions have been introduced regarding the  Scribe/Technology/Assistive Devices.

 It has been mentioned that these devices are for the Low Vision/Cerebral Palsy candidates. Earlier, scribe facility included only the scribe/passage reader in SSC JE 2025. Therefore, broader changes have been introduced in the JE recruitment 2026 for candidates who want the scribe facility.

SSC JE Scribe Rules 2026 vs 2025: Key Changes

The SSC JE 2026 notice introduces Scribe/Technology/Assistive Devices and specifies certain provisions for candidates using their own scribe. The key differences between the SSC JE 2025 and 2026 scribe rules are given below. 

What Is New in SSC JE 2026 Scribe/Assistive Device Rules?

The most notable change in the SSC JE 2026 notice is that SSC has expanded the terminology and provision from a scribe-focused facility to Scribe/Technology/Assistive Devices.

In SSC JE 2026, candidates with Low Vision/Cerebral Palsy can get the Scribe/Technology/Assistive Devices facility if they request it while filling out the Online Application Form, upload the required certificate, and the post is identified as suitable for their disability.

For other categories of persons with benchmark disabilities, candidates must provide a certificate stating that they have difficulty writing and need a scribe to write the exam on their behalf. The certificate must be issued by the Chief Medical Officer, Civil Surgeon or Medical Superintendent of a Government health care institution in the prescribed Annexure-I format.

The 2026 notice also states that PwD candidates with less than 40% disability and difficulty in writing can avail of the facility by submitting the prescribed Annexure-IA certificate.

What Was the SSC JE Scribe Provision 2026?

SSC JE Scribe Provision 2025 covered the  facility of a scribe/passage reader. It provided the facility to persons with benchmark disabilities in the category of cerebral palsy and to remaining categories of PwBDs meeting the prescribed physical-limitation requirement. It also provided the scribe facility to PwD candidates with less than 40% disability who had difficulty in writing.

Therefore, the important change in 2026 is the introduction of Technology/Assistive Devices alongside the scribe facility in the relevant provisions.

Who Can Avail Scribe or Assistive Devices in SSC JE 2026?

SSC JE Scribe Facility is available to eligible PwBD/PwD candidates. It is  subject to the conditions prescribed by SSC.

• Persons with benchmark disabilities in the category of Low Vision/Cerebral Palsy, subject to the prescribed conditions.

• Remaining categories of persons with benchmark disabilities who have physical limitations to write and require a scribe.

• PwD candidates having less than 40% disability and difficulty in writing, subject to production of the prescribed certificate.

• The relevant posts must be identified as suitable for the concerned disability wherever applicable.

SSC JE 2026 also makes it clear that the facility of a Scribe/Technology/Assistive Devices will be provided only when the PwBD/PwD candidate has opted for it in the Online Application Form.

What Is the New Scribe OTR and Aadhaar Authentication Rule?

The requirement of OTR and Aadhaar authentication for an own scribe is not completely new in SSC JE 2026. The SSC JE 2025 notice also required a person acting as a scribe to complete OTR and Aadhaar authentication.

However, the SSC JE 2026 notice adds a specific provision for cases where the candidate's own scribe is not Aadhaar-authenticated.

Under the 2026 notice:

• A person can function as a scribe only after completing One-Time Registration (OTR) and Aadhaar authentication on the SSC website.

• If the candidate's own scribe is not Aadhaar-authenticated, SSC will provide Scribe/Technology/Assistive Devices to the candidate.

• The scribe cannot assist more than one candidate in the same examination.

• A candidate appearing for the examination cannot act as a scribe for another candidate in the same examination.

• The scribe's qualification must be one step below the qualification of the candidate.

• Candidates must ensure that the details furnished about the scribe are correct.

Steps to Select an Own Scribe

1. Complete OTR: The scribe must first complete OTR on the SSC website. The OTR number generated on the scribe's mobile number is required to be entered by the candidate.

2. Provide Scribe's OTR Number: When the Admission Certificate becomes available, the candidate has to provide the scribe's OTR number.

3. Enter OTP: An OTP will be sent to the scribe's registered mobile number. The candidate has to enter the OTP in the appropriate field.

4. Generate Documents: After completing the procedure, the candidate's Admission Certificate and the scribe's Entry Pass will be generated.

Can Candidates Get Assistive Devices Instead of a Scribe in SSC JE 2026?

The commission provides for Scribe/Technology/Assistive Devices, rather than limiting the provision to a scribe in JE recruitment 2026. Eligible candidates can therefore be assisted through the facility specified by SSC, subject to the conditions in the notice.

It has been stated that if a candidate has opted for an own scribe but later does not wish to use that scribe at the time of generation of the Admission Certificate. The candidate can choose to be assisted by Scribe/Technology/Assistive Devices provided by the Commission at the CBE.

Similarly, if the candidate's own scribe does not turn up at the examination due to a contingency, SSC will provide Scribe/Technology/Assistive Devices at the time of the examination.

SSC JE 2026 Compensatory Time Rules for Candidates Not Using a Scribe 

The provision of compensatory time continues in SSC JE 2026.

Candidates who are allowed to use a scribe under the relevant provisions will receive 20 minutes of compensatory time per hour of examination.

More importantly, eligible candidates who can receive Scribe/Technology/Assistive Devices but do not avail of the facility will also receive 20 minutes per hour of examination as compensatory time.

This provision was also present in SSC JE 2025. The 2025 notice provided 20 minutes of compensatory time per hour to candidates using a scribe and also to eligible candidates who did not avail the scribe facility.

Therefore, there is no change in the amount of compensatory time from 2025 to 2026. The terminology has changed to cover candidates eligible for Scribe/Technology/Assistive Devices.

What Documents Are Required for Scribe/Assistive Device Facility?

Candidates seeking the facility must comply with the certificate and documentation requirements prescribed in the SSC JE 2026 notice.

For Low Vision/Cerebral Palsy

Candidates in the specified category must:

• Request the facility while filling up the Online Application Form.

• Upload the requisite certificate in Annexure-X of the Notice/Disability Certificate.

• Meet the condition that the post is identified as suitable for the relevant disability, if desired by the candidate.

For remaining PwBD categories

Candidates must produce a certificate at the time of examination confirming that:

• The candidate has physical limitations to write.

• A scribe is essential to write the examination on the candidate's behalf.

• The certificate is issued by the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government health care institution.

• The prescribed Annexure-I format is used.

• The requisite certificate must also be uploaded while filling up the Online Application Form.

For PwD candidates with less than 40% disability

Candidates having less than 40% disability and difficulty in writing must produce the certificate prescribed under Annexure-IA and upload the requisite certificate while filling up the Online Application Form.

For candidates using their own scribe

Candidates opting for an own scribe must submit the scribe details at the time of examination as per Annexure-II.

The scribe must also:

• Produce a valid ID proof in original at the time of examination.

• Have a photocopy of the ID proof signed by both the candidate and the scribe uploaded along with Annexure-II.

• Meet the prescribed qualification requirement.

Candidates who avail themselves of Scribe/Technology/Assistive Devices and/or compensatory time must also produce the relevant documents establishing their eligibility at the time of Document Verification. Failure to produce the supporting documents can lead to cancellation of candidature.

SSC JE 2026 vs 2025 Scribe Rules: What Candidates Should Remember

The 2025 notice already required OTR and Aadhaar authentication for an own scribe and prescribed the one-step-below qualification rule. The 2026 notice retains these requirements while adding the specific provision that SSC will provide Scribe/Technology/Assistive Devices when the candidate's own scribe is not Aadhaar authenticated.

The SSC JE 2026 notice retains several important rules from 2025 while adding or expanding certain provisions.
