These revisions are crucial for candidates preparing for the CS Executive 2026 examinations scheduled for June 2026 and onwards. The primary update integrates new Labour Codes, fundamentally altering key sections of the syllabus to reflect current legal frameworks.
The Institute of Company Secretaries of India (ICSI) has updated its study module for the SBIL (Setting up of Business, Industrial and Labour Laws) subject. This new module incorporates the recently introduced Labour Codes. These changes are applicable for the CS Executive examinations scheduled for June 2026 and onwards. The core update involves replacing several older labour laws with four new Labour Codes within Part B of the syllabus. While significant changes have been made, some existing chapters remain unchanged.
This section details the specific amendments to the chapters in Part B of the SBIL syllabus. The major changes are focused on Chapters 16, 17, 18, and 19.
The following chapters are new introductions and supersede previous legislation:
Chapter 16: Occupational Safety, Health and Working Conditions Code, 2020
This is a new chapter.
It replaces the former Factories Act.
This code is comprehensive, merging multiple laws related to occupational safety and working conditions.
Chapter 17: Industrial Relations Code, 2020
This is a new chapter.
It replaces the Industrial Dispute Act, the Trade Unions Act, and the Industrial Employment (Standing Orders) Act.
Chapter 18: Code on Wages, 2019
This code subsumes several prior acts, including:
Payment of Wages Act
Minimum Wages Act
Payment of Bonus Act
Equal Remuneration Act
Certain provisions and limits from these original acts have been updated within this new code.
Chapter 19: Code on Social Security, 2020
This code consolidates various social security laws, such as:
Employees' Provident Funds and Miscellaneous Provisions Act (EPF Act)
Employees' State Insurance Act (ESIC Act)
Maternity Benefit Act
Payment of Gratuity Act
The following chapters in Part B of the syllabus have not undergone any changes and remain as they were:
Chapter 14: Constitution and Labour Laws
Chapter 15: Interpretation of Labour Laws and their Constitutional Validity
Chapter 20: Child and Adolescent Labour (Prohibition and Regulation) Act
Chapter 21: Apprentices Act
Chapter 22: Labour Laws (Simplification of Procedure for Furnishing Returns and Maintaining Registers by certain Establishments) Act
Chapter 23: Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act
The total number of chapters in the SBIL syllabus has increased from 20 to 23. This expansion is due to some laws that were previously grouped together now having their own dedicated chapters within the new module structure.
