If a candidate's preferred institute or seat was available under both the unreserved and applicable reserved categories, the seat was allotted under the unreserved category, wherever the rules permitted.
A reserved seat is considered for an eligible reserved-category candidate when the corresponding preferred seat is not available under the unreserved category at that candidate's merit position.
