MPSC 2026 Major Changes in Group A, B and C Examination Process: Key changes include a single examination for multiple cadres, no interviews for Group B (Non-Gazetted) and Group C posts, and revisions to 553 service entry rules. The goal is to reduce complexity, eliminate delays, and address student stress from multiple syllabi.
The Maharashtra Public Service Commission (MPSC) recruitment process is undergoing substantial reforms by the state government. These changes aim to enhance transparency, accelerate the recruitment process, and streamline the overall system, aligning with the principle of "Minimum Government, Maximum Governance" (किमान शासन, कमाल प्रशासन). The reforms address complexities, delays, and inefficiencies in the existing framework.
The Maharashtra government has introduced significant reforms to the Maharashtra Public Service Commission (MPSC) recruitment process. The primary objectives are to enhance transparency, accelerate the recruitment process, and streamline the overall system. These reforms align with the principle of "Minimum Government, Maximum Governance".
Key benefits of these reforms include:
Reduced examination timeframes.
Fewer distinct examinations overall.
Single examination for multiple cadres through MPSC.
Increased transparency in the recruitment process.
Streamlined recruitment procedures.
The existing service entry rules have led to several challenges in the recruitment process, necessitating these reforms. These challenges include:
Unnecessary complexity and confusion.
Delays in recruitment.
Inconsistencies in procedures.
Resultant vacant posts.
Administrative difficulties in governance.
Multiple syllabi and independent examination fees impose significant mental, physical, and financial stress on students.
The Government Resolution (GR) outlines detailed implementation plans for the MPSC reforms.
Service Entry Rule Amendments:
A total of 553 service entry rules are slated for revision.
All departments are mandated to republish their respective service entry rules within 15 days of the GR's issuance.
All necessary changes must be implemented within one month.
Cadre Restructuring:
The previous 57 cadres will be expanded with 46 additional cadres, resulting in a total of 103 cadres.
Separately, 6 existing services will be complemented by 18 new services/cadres.
A single examination will be conducted for posts falling under similar services.
The number of MPSC vacancies is expected to increase.
Cadre Grouping for Streamlining:
252 administrative cadres have been organized into 17 distinct groups.
121 technical cadres have been organized into 29 distinct groups.
This grouping facilitates the single examination approach for various posts, enhancing efficiency.
Significant changes are being implemented in the methods of recruitment for various posts.
Direct Interview Modifications:
Certain gazetted posts, which were previously filled via direct interview, will now be filled through intra-departmental promotion or appointment.
"Dead Cadres" Identification:
Specific cadres will be designated as "Dead Cadres," indicating they are no longer operational or needed.
A government resolution outlining these cadres will be issued within one month, following which departments will be requested to identify and report their respective "dead cadres."
Key modifications have been made regarding interviews and the application of new rules to ongoing processes.
No Interviews for Group B (Non-Gazetted) and Group C Posts: Oral examinations or interviews will not be conducted for the selection of candidates for Group B (Non-Gazetted) and Group C posts.
Continuity of Current Processes: All ongoing recruitment processes will continue unchanged under the existing rules. The new reforms apply exclusively to future recruitment processes. For example, the current Group B recruitment will proceed under the existing rules.
The reforms outlined in this Government Resolution do not apply to recruitment conducted by independent administrative mechanisms outside the MPSC purview.
Specific examples of excluded recruitments include:
Teacher recruitment via the Pavitra Portal.
Police recruitment conducted by the Police Recruitment Board.
