CBSE Issues Guidelines for PwBD Candidates Appearing in CTET February 2026

Central Board of Secondary Education (CBSE) has clarified rules and relaxations for candidates belonging to the Persons with Benchmark Disabilities (PwBD) category for CTET February 2026. The guidelines include eligibility criteria, scribe facility, compensatory time, and other provisions in line with the Rights of Persons with Disabilities (RPWD) Act, 2016. PwBD candidates must carry valid certificates and UDID cards to avail benefits such as scribe assistance, extra time, and large-font question papers. These measures ensure a fair examination environment for differently-abled candidates.

 

Eligibility and Required Documents

Candidates claiming PwBD status, as defined under Section 2(r) of the RPWD Act 2016, must submit:

  • A valid disability certificate in the prescribed format

  • Unique Disability ID (UDID) card issued by the competent authority

These documents are mandatory to avail relaxations such as scribe assistance or compensatory time.

Scribe Facility

  • The scribe facility and/or compensatory time is provided only to candidates with benchmark disabilities who have difficulty in writing.

  • Candidates must produce a certificate from a competent medical authority of a government healthcare institution confirming:

    • Limitation to write

    • Requirement of a scribe to write the examination on their behalf

  • Candidates with benchmark disabilities in the following categories may opt for a scribe:

    • Blindness

    • Locomotor disability (both arms affected – BA)

    • Cerebral palsy

Qualification of Scribe

  • The scribe’s qualification should be one level lower than the minimum required for the post/exam.

  • The scribe must have at least matriculation (Class 10) qualification.

  • PwBD candidates are allowed a 20-minute interaction session with the scribe one hour before the exam to assess suitability.

Compensatory Time

As per Office Memorandum F. No. 29-6/2019-DD-III dated 10 August 2022, candidates eligible for a scribe will receive not less than 50 minutes of extra time per hour of examination.

Special Provisions for Visually Impaired Candidates

  • A large-font question paper will be provided.

  • The standard question paper will also be available at the centre.

  • Candidates may choose either the large-font or standard paper as per their preference.

Important Instructions for PwBD Candidates

  • Candidates must bring the disability certificate in the prescribed format issued by the competent authority.

  • Certificates must be produced before the Centre Superintendent prior to the start of the examination.

  • Failure to present valid documentation will result in denial of scribe or compensatory time facilities.
