IUCN Reclassification: Emperor Penguin & Antarctic Fur Seal

IUCN Red List has officially reclassified both the Emperor Penguin (Aptenodytes forsteri) and the Antarctic Fur Seal (Arctocephalus gazella):

1. Emperor Penguin

The Emperor Penguin, the largest penguin species, is endemic to Antarctica and thrives in extreme cold. They possess dense feathers and a body shape adapted for survival in cold conditions. 

Their primary habitat is fast ice regions, which is ice that is anchored or "fastened" to the coastline or sea floor. They are the only penguin species that breeds during the Antarctic winter, with a diet of fishes, krill, and squids.

Emperor Penguins are important indicator species, meaning their presence or absence reflects the health of an ecosystem. A decline in their numbers signals environmental issues. They are also considered sentinel species, providing an early warning signal of significant environmental changes, such as climate change. 

From 2009 to 2018, their population decreased by approximately 10%, with scientists predicting a 50% reduction by 2080. Due to this decline, IUCN has reclassified the Emperor Penguin's status to Endangered.

2. Antarctic Fur Seal

The Antarctic Fur Seal's IUCN status has also been reclassified to Endangered. They are the smallest Antarctic seal species, characterized by thick fur and external ear flaps. They are skilled swimmers, with male fur seals larger than females. 

Their diet also includes fish, krill, and squid. Their population has declined by over 50% in the last 25 years. Historically, they faced near extinction in the 19th century due to hunting for their fur. 

 While recovery efforts were made, current threats include climate change and entanglement in marine debris.

Utkarsh 2.0

Utkarsh was an RBI initiative from 2019 to 2022, aimed at improving the functioning, regulation, and supervision of the RBI as the central bank. 

The RBI has now introduced Utkarsh 2.0, a new framework focusing on seven pillars to enhance its performance and impact:

  1. Customer focus

  2. Simplified compliance

  3. Making RBI future-ready

  4. Promoting inclusive finance

  5. Fostering competitive markets

  6. Leveraging technology

  7. Adopting a global focus, alongside continued regulation.

These objectives involve extending financial services to underserved segments like rural populations and women to achieve widespread financial inclusion. They also embrace AI adoption in financial systems and promote the internationalization of the Rupee to increase its global acceptance and expand cross-border payment systems like UPI.

CAFE Norms (Corporate Average Fuel Efficiency Norms)

Corporate Average Fuel Efficiency Norms (CAFE Norms) are issued by the Bureau of Energy Efficiency (BEE), operating under the Ministry of Power. 

  • Objective: Mandate fuel efficiency standards for passenger vehicles, primarily to reduce carbon dioxide emissions by encouraging manufacturers to produce more fuel-efficient vehicles.

  • The norms have evolved through phases: CAFE One (2017-2022), CAFE Two (2022-2027), and CAFE Three, scheduled to commence from April 1, 2027. 

  • CAFE Three (2027-2032) will require manufacturers to develop engines with lower carbon dioxide emissions, with an increased focus on Electric Vehicles (EVs) and Hybrid Vehicles.

  • The norms are based on the overall corporate average fuel efficiency of all vehicles sold by a manufacturer, not the efficiency of an individual vehicle model. 

A flexible compliance mechanism allows manufacturers exceeding emission limits to purchase carbon credits from manufacturers who have emitted less, or directly from BEE (though at potentially higher costs). 

Latest amendments remove the distinction between small vehicles and large vehicles for CAFE norms, eliminating separate concessions. The overarching focus is to reduce carbon dioxide emissions across a manufacturer's entire fleet, providing considerable operational flexibility.

E Safe Her

E Safe Her’s objective is to promote cybersecurity awareness among rural women, addressing the growing concern of cyber fraud. The initiative aims to create 1 million (10 lakh) "Cyber Sakhis" among rural women over the next three years, who will learn about cyber security and educate their communities.

The program targets rural women who utilize financial, livelihood, or other digital services. It is a collaboration between MeitY (Ministry of Electronics and Information Technology), C-DAC Hyderabad, and Reliance Foundation. The Reliance Foundation will facilitate its reach to villages through Self Help Groups (SHGs). 

This community-led initiative will provide training via SHGs using audio-visual formats in multiple languages. The program begins in Madhya Pradesh and Odisha, with plans for nationwide expansion to contribute to a cyber-secure India.
