After every UPSC Prelims exam, one of the biggest discussions among aspirants is about the official answer key. Many times, students and teachers believe that some questions are confusing or have multiple possible interpretations.

Recently, after UPSC released the 2025 Prelims Official Answer Key, the same debate started again: Can the Official UPSC Answer Key be wrong?

RBI Question Controversy Explained

In UPSC Prelims 2025, a question was asked about the income sources of the Reserve Bank of India (RBI).

The question included statements related to:

  • Buying and selling government bonds

  • Foreign currency assets

  • Pension fund management

  • Direct lending to private companies

  • Currency printing

The major controversy started around the statement related to currency printing.

Many aspirants believed that:

  • If printing a ₹500 note costs less than its face value,

  • The remaining amount can be considered RBI’s income.

Because of this logic, many students selected the option that included currency printing.

However, UPSC’s official answer key considered only:

  • Government bond transactions

  • Foreign currency assets

as correct income sources.

Why Did UPSC Reject Currency Printing?

According to RBI financial reports:

  • Interest earnings are considered income,

  • While currency printing is treated as expenditure.

Conceptually, printing currency is also linked to RBI’s liability because every currency note carries a promise issued by the RBI Governor.

Based on this understanding, UPSC treated the currency printing statement as incorrect.

UPSC 2024 Budget Question Controversy

This is not the first time UPSC answer keys have created debate.

In UPSC 2024, a question related to the Union Budget also became controversial.

The statement mentioned that:

The Finance Minister presents the Annual Financial Statement on behalf of the Prime Minister.

But according to constitutional understanding:

  • The Annual Financial Statement is presented on behalf of the President of India.

Still, UPSC treated the statement as correct, which led to discussions among students and experts.

Will UPSC Release Answer Key Earlier from 2026?

Until now, UPSC has usually released the official answer key only after the entire selection process is completed, including:

  • Prelims

  • Mains

  • Interview

  • Final Result

Because of this delay, aspirants could not effectively challenge disputed questions.

However, after petitions filed in the Supreme Court and continuous demands for reforms, UPSC announced the release of the Prelims answer key earlier from 2026 onward.

  • Stay calm during the exam.

A few controversial questions do not decide the entire result. Consistent preparation and strong fundamentals remain the most important factors in UPSC preparation.
