TRANSPARENCY IN UPSC EXAMS

The Union Public Service Commission (UPSC) is a pivotal institution responsible for recruiting candidates to various civil services in India. To foster greater fairness and accountability, the UPSC is introducing a series of reforms aimed at enhancing transparency in its examination processes. These initiatives, announced in Parliament, address long-standing demands for clarity and aim to ensure a level playing field for all aspirants.

Provisional Answer Key Release

A significant step towards transparency is the mandated release of provisional answer keys. Following a Supreme Court judgment and subsequent UPSC guidelines, these keys will be published on the UPSC's official website after the Preliminary Examination is conducted.

  • Implementation Date: This crucial directive will be put into effect starting from the Civil Services Preliminary Examination 2026.

  • Scope: The reform will extend to all structured UPSC examinations conducted subsequently. This includes major examinations like the UPSC Engineering Services Examination (ESE).

  • Clarification: For instance, while the UPSC ESE 2026 examination did not feature an official answer key release post-prelims, all subsequent ESE examinations, such as the UPSC ESE 2027 Preliminary Examination, will have their answer keys released after the preliminary stage. This allows candidates to review and understand the marking scheme more clearly.

Release of Examination Marks

To ensure fairness in the multi-stage examination process, the marks of the Preliminary Examination will be released only after the declaration of the final result. This measure aims to prevent any potential pre-judgment or bias during subsequent stages of the examination.

Inter-Subject Moderation

To cultivate a level playing field for candidates opting for various optional subjects in Civil Services, or technical subjects in Engineering Services, inter-subject moderation will be implemented.

  • Purpose: The core objective of this process is to prevent any candidate from gaining an unfair advantage due to inherent differences in difficulty levels or marking standards between different papers or subjects. This ensures that a candidate's success is based purely on their merit, irrespective of their chosen subject.

Availability of Conventional/Descriptive Type Answer Scripts

In a move beneficial for future aspirants, UPSC will make conventional/descriptive-type answer scripts available to candidates.

  • Scope: This transparency measure will cover both Civil Services and Engineering Services examinations.

  • Benefit for Candidates: This initiative is designed to help students understand the expectations for main examinations. By reviewing actual answer scripts, candidates can gain insights into how to structure and present their answers effectively, leading to improved performance and a clearer understanding of evaluation criteria.

Minimum Standard for Civil Services Qualifying Paper

The qualifying paper in Civil Services will consistently be maintained at a minimum standard.

This ensures that all candidates are evaluated against a foundational benchmark of essential knowledge and skills, without unnecessary fluctuations in difficulty.

Challenging Factual Errors and Grievance Redressal

To empower candidates and ensure accuracy, a dedicated Question Paper Representation Portal will be made accessible via the UPSC website.

  • Functionality: This portal will allow candidates to challenge factual errors or discrepancies in the answer key once it has been released.

  • Furthermore, UPSC will establish mechanisms to effectively address grievances related to problematic questions, providing a formal channel for resolution and upholding the integrity of the examination process.
