Candidates appearing for the UPSC Civil Services Examination (CSE) 2026 Personality Test must ensure that their reservation certificates meet the prescribed issue-date requirements. The Union Public Service Commission (UPSC) has clarified that candidates claiming reservation or relaxation benefits must possess the relevant original certificates issued on or before February 27, 2026.
February 27, 2026, was the closing date for submitting the UPSC Civil Services Preliminary Examination application form. The rule applies to candidates claiming benefits under Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), Persons with Benchmark Disabilities (PwBD) and Ex-servicemen categories.
According to the UPSC Civil Services (Main) Examination 2026 result announcement, candidates shortlisted for the Personality Test must produce original documents supporting their eligibility and reservation claims.
The Commission has specified February 27, 2026, as the closing date for the Civil Services Preliminary Examination application. Therefore, candidates claiming reservation or relaxation benefits must have the relevant certificates issued by this date. This means that candidates cannot rely only on a certificate's validity on the interview date. The original document must also meet the issue-date requirement prescribed for CSE 2026.
For example, if an OBC candidate received their Non-Creamy Layer certificate on February 20, 2026, it meets the stated issue-date condition. However, a certificate issued on February 28, 2026, falls after the cut-off date and cannot support the reservation claim for this examination cycle. Candidates should check the date, prescribed format and issuing authority of their certificates before attending the Personality Test.
Candidates can also check the UPSC Mains Result 2026 to understand the result announcement and confirm their qualification for the next stage of the Civil Services Examination.
The February 27, 2026, cut-off date applies to the original certificates required by candidates claiming reservation or relaxation benefits under the relevant categories.

Candidates must also ensure that their certificates follow the prescribed format and are issued by the competent authority. Meeting the issue-date condition alone does not automatically establish eligibility for reservation benefits.
Candidates claiming OBC reservation in UPSC CSE 2026 must possess a valid Other Backward Classes (Non-Creamy Layer) certificate issued by the competent authority.
As per the CSE 2026 examination rules, the OBC certificate must be based on the income of the following three financial years:
FY 2022–23
FY 2023–24
FY 2024–25
The certificate must have been issued on or after April 1, 2025, but not later than February 27, 2026.
OBC candidates should also ensure that their community is included in the Central List of OBCs for the concerned state and that they fulfil the Non-Creamy Layer eligibility conditions.
A certificate issued after February 27, 2026, will not meet the prescribed issue-date requirement for claiming OBC reservation in this examination cycle. Candidates should therefore check both the certificate date and the financial years mentioned in it.
Candidates can check the UPSC Mains 2026 Roll Number-Wise Result PDF to confirm whether they have qualified for the interview stage.
Candidates claiming reservation under the Economically Weaker Sections (EWS) category must possess the prescribed Income and Asset Certificate.
For UPSC CSE 2026, the EWS certificate must meet the following conditions:
It must be based on the income for FY 2024–25.
It must have been issued on or after April 1, 2025.
It must have been issued on or before February 27, 2026.
It must follow the prescribed format for Central Government recruitment.
It must be issued by the competent authority.
Candidates should carefully check the financial year and issue date mentioned on their EWS certificate. A certificate issued after the closing date of the UPSC Prelims application will not meet the prescribed requirement for CSE 2026.
Candidates claiming benefits under the Persons with Benchmark Disabilities (PwBD) category must produce a valid disability certificate issued by the competent medical authority.
The certificate supporting the reservation or relaxation claim must have been issued on or before February 27, 2026. Candidates should also ensure that their disability category and certificate details meet the eligibility conditions specified in the Civil Services Examination rules.
Under the Rights of Persons with Disabilities Act, 2016, a person with benchmark disability generally means a person with not less than 40% of a specified disability, as certified by the competent authority.
UPSC will verify the original certificate during the Personality Test. Candidates should therefore keep the original document ready along with other supporting records.
Candidates claiming reservation under the Scheduled Caste (SC) and Scheduled Tribe (ST) categories must possess the relevant caste or tribe certificate issued by the competent authority.
For CSE 2026, the certificate must meet the February 27, 2026, cut-off date prescribed for the examination. Candidates should also verify the following details:
The certificate must be issued in the prescribed format.
It must be issued by a competent authority.
The caste or tribe must be recognised under the applicable Central Government list.
The candidate's personal details should match the information provided in the application and other educational documents.
The certificate should contain the required signature, stamp or official seal, wherever applicable.
Candidates should also check whether the certificate requires a migration clause or any additional information based on their circumstances.
Candidates claiming reservation or relaxation benefits under the Ex-servicemen category must possess the relevant certificate supporting their claim.
The original certificate must meet the February 27, 2026, cut-off date specified for CSE 2026. Candidates should ensure that the document is issued by the competent authority and contains the required details to establish their eligibility.
They should carry the original certificate and any other supporting documents required under the applicable examination rules during the Personality Test.
Candidates shortlisted for the Personality Test must produce original documents supporting their eligibility and reservation claims. UPSC has advised candidates to keep these documents ready before their interview.
The important documents include:
Educational Qualification Documents: Original degree certificate, provisional certificate or other relevant proof of educational qualification.
Category Certificate: Original OBC, EWS, SC or ST certificate, as applicable.
PwBD Certificate: Original disability certificate issued by the competent medical authority, wherever applicable.
Ex-servicemen Certificate: Relevant original certificate supporting the reservation or relaxation claim, wherever applicable.
Age Proof: Matriculation certificate or other accepted document establishing the date of birth.
Photo Identity Proof: A valid identity document.
e-Summon Letter: Interview call letter issued by UPSC.
TA Form: Travel Allowance form, wherever applicable.
Candidates should also review the documents required for UPSC DAF-II and Attestation 2026 to understand the document-related requirements for the next stage.
Candidates whose certificates were issued after the prescribed cut-off date may not be able to claim the relevant reservation or relaxation benefits for UPSC CSE 2026.
For example:
An OBC Non-Creamy Layer certificate issued on February 28, 2026, does not meet the prescribed date requirement.
An EWS Income and Asset Certificate issued on March 5, 2026, falls after the closing date.
A PwBD certificate issued after February 27, 2026, does not meet the stated cut-off date for the reservation claim.
Candidates should not assume that obtaining a fresh certificate before the Personality Test will automatically resolve the issue. They must follow the examination rules and the instructions issued by UPSC.
The Commission will examine original documents supporting the candidate's eligibility and reservation claims during the Personality Test. Candidates should refer to the official notice for the applicable requirements.
Candidates claiming reservation or relaxation benefits should follow these instructions before attending the Personality Test:
Check the issue date of every relevant category certificate.
Ensure that the certificate was issued on or before February 27, 2026.
OBC candidates should verify the Non-Creamy Layer status and applicable financial years.
EWS candidates should check the income year and other prescribed conditions.
Verify that the certificate follows the required format.
Ensure that the issuing authority is competent to issue the certificate.
Carry original certificates along with other interview-related documents.
Keep photocopies and scanned copies of important documents for reference.
Check the official UPSC website for further instructions regarding the Personality Test.
Candidates who have also been asked to submit proof of their educational qualification should check the UPSC Graduation Proof Upload 2026 requirements and complete the applicable process within the prescribed deadline.
Apart from graduation proof, candidates should also check the documents required for UPSC DAF-II and Attestation 2026 to keep other educational certificates and supporting documents ready for verification.
Candidates who need to update their educational qualification details must complete the process online through the UPSC application portal. The update window will be available from November 11 to November 25, 2026, until 6:00 PM.
Follow these steps to complete the process:
Visit the official UPSC online portal at upsconline.nic.in.
Log in using the required registration credentials.
Open the relevant application form or update section for the Civil Services (Main) Examination 2026.
Check the educational qualification status and update the required details.
Select the appropriate status, such as appearing or appeared, as applicable.
Enter the details of the qualifying examination.
Upload valid proof of passing the qualifying examination.
Review all the information and uploaded documents carefully.
Finally, submit the application form and save the acknowledgement or reference number.
Candidates should not consider the process complete until they have successfully submitted the updated form and received the unique reference number.
UPSC has also clarified the procedure for candidates who have already uploaded the required documents and do not have any further information to update.
Such candidates must still log in to the online portal, verify their existing details and finally submit the application form. Simply uploading the documents earlier is not sufficient.
If a candidate does not complete the final submission, UPSC will not issue the e-Summon Letter for the Personality Test.
Candidates should also understand the UPSC DAF-II application and document submission process to prepare for the upcoming document-related requirements.
