How to Submit ICAI Observer Application Form Online?

All applications for the ICAI January 2027 Exam Observer role must be submitted digitally. Postal or manual applications are not accepted.

CA Exam Observer Eligibility 2027 & Cooling-Off Rules

Members must satisfy strict eligibility criteria laid down by the ICAI Examination Committee before filling out the ICAI Observer Registration 2027 form.

1. Primary Eligibility Conditions

• Age Limit: Must not have completed 65 years of age as of October 21, 2026.

• Membership Status: Must be registered on the Register of Members on or before July 01, 2024, and maintain continuous active membership.

• No Relatives Appearing: Neither the member nor any relative/dependent must be appearing in the January 2027 CA Intermediate or Foundation examinations at any center in India or overseas.

• No Coaching Activity: Must not be engaged in private coaching or coaching through ICAI Regional Councils/Branches for any CA coursework.

• Clean Disciplinary Record: Must not have any pending disciplinary proceedings before ICAI or any legal conviction by a court of law.

• No Elected Position: Must not hold office as an elected or co-opted member of the Central Council, Regional Council, or Branch Managing Committee.

2. ICAI Cooling-Off Norms

As per the decision taken at the 648th Meeting of the ICAI Examination Committee, a strict cooling-off rule applies:

• A member who has performed observership duty for three consecutive examination attempts must skip one examination attempt before becoming eligible for re-empanelment.

ICAI Observer Honorarium 2027 & Financial Allowances

ICAI provides financial compensation to empanelled members for performing daily supervision at exam centers. Payment is credited directly into the member's bank account upon online submission of the observer report and bill.

CA Exam Observer Duties & Guidelines

The observer acts as an independent bridge between the Examination Department and the Examination Centre Chief Superintendent. Adherence to ICAI Observer Guidelines is compulsory.

• Pre-Exam Verification: Arrive at the test center by 11:00 AM (or as instructed) to inspect the safe custody of question paper packets.
