A civic official in Mandsaur has been ordered by the Madhya Pradesh High Court to grant a man a No disagreement Certificate (NOC) so that he can build a buffalo abattoir. The court described their disagreement to the refusal as 'wholly unacceptable'. The municipal body said that because Mandsaur is a religious city, approval for an abattoir cannot be granted, thereby rejecting the butcher's application for the NOC. On December 17, Justice Pranay Verma of the HC's Indore Bench declared, "It is completely unacceptable that permission cannot be granted because Mandsaur is a religious city." Mandsaur resident and professional butcher Sabir Hussain stated in his application to the CMO that the location of his intended abattoir is far from the "holy area." After reviewing the evidence, the HC concluded that the entire city of Mandsaur could not be regarded as a "sacred area" because the State government had only designated a location within a 100-meter radius as such.Key Points
