Prevention of Unfair Means and Paper Leaks in Public Examinations Ordinance 2024

An ordinance to prevent unfair practices and paper leaks in public examinations was approved in a Cabinet meeting, chaired by Chief Ministerof UP. Key Points
  • The ordinance covers the Public Service Commission, Uttar Pradesh Subordinate Services Selection Board, Uttar Pradesh Board, universities, authorities, or institutions nominated by them.
  • It applies to all recruitment examinations, regularisation or promotion exams, and entrance exams for degrees, diplomas, or certificates .
  • This ordinance mandates severe penalties for those involved in paper leaks, including institutions and associated individuals, with punishments ranging from two years to life imprisonment and fines of up to Rs 1 crore.
    • The ordinance also criminalises the distribution of fake question papers and the creation of fake employment websites.
  • If an examination is compromised, the financial burden will be recovered from the solver gang, and the institutes involved and service providers in question will be permanently blacklisted. The Act also includes provisions for property attachment in case of a crime.
  • All offences under this ordinance are classified as cognisable, non-bailable, and triable by the sessions court and are non-compoundable.

Kukrail Riverfront The UP government has initiated efforts to create a picturesque and modern riverfront along the banks of the river Kukrail in Lucknow, similar to the Sabarmati Riverfront in Ahmedabad following the revival of Kukrail. Key Points
  • The development of the Kukrail riverfront will be overseen by the Lucknow Municipal Corporation.
  • To facilitate this, the municipal corporation has prepared a draft for the formation of a special purpose vehicle (SPV) which will be in the name of Lucknow Riverfront Development Corporation Ltd.
Indian Temple Museum Tata Sons would construct a world-class Indian Temple Museum in Ayodhya with an investment of Rs 750 crore from its CSR fund. The Up Cabinet has approved the proposal for the museum. Key Points
  • The Government of India has collaborated with Tata Sons on this initiative, earmarking Rs 650 crore for the museum and another Rs 100 crore for ancillary development.
  • A sum of Rs 750 crore has been sanctioned for this project.
  • Tata Sons will oversee the construction, with the Tourism department leasing the land at a nominal rate of INR 1 for a period of 90+90 years .
CM Tourism Fellowship Programme The Cabinet has recently approved the Chief Minister Tourism Fellowship Programme, which aims to select researchers through the Tourism department. Key Points
  • These researchers will promote tourism in the state and facilitate investment acceleration in this sector. Additionally, they will assist in resolving issues faced by investors.
  • Initially, 25 researchers will be chosen for this programme .
  • They will receive an honorarium totalling Rs 40,000, with Rs 30,000 allocated for remuneration and Rs 10,000 for field visits . Additionally, they will be provided with tablets for their work.
  • Role : These researchers will play a pivotal role in supervising and monitoring Tourism department schemes, developing ecological sites comprehensively, evaluating both Central and state government schemes, and advancing plans for fairs and festivals. They will contribute significantly to creating a favourable environment for investors and tourists while supporting the preservation efforts of the District Tourism and Culture Council, particularly under the Tourism Directorate.

  • The UP government has approved extension of the Varanasi, Bareilly, and Moradabad development authorities with inclusion of several revenue villages. With the proposed extension, the Varanasi Development Authority would include 215 revenue villages. Similarly, 35 revenue villages have also been included in the Bareilly Development Authority and 71 revenue villages in the Moradabad Development Authority.
  • The Yogi Adityanath government has launched a comprehensive revitalisation  effort for Janeshwar Mishra Park in the state capital Lucknow.

Military Exercises

Exercise Nomadic Elephant India-Mongolia Joint Military
  • The 16th edition of India-Mongolia Joint Military Exercise NOMADIC ELEPHANT commenced at Foreign Training Node, Umroi (Meghalaya) . The Exercise is scheduled to be conducted from 03rd to 16th July 2024.
  • The Indian contingent is being represented by a Battalion of SIKKIM SCOUTS along with personnel from other arms and services.
  • The Mongolian contingent is being represented by personnel from 150 Quick Reaction Force Battalion of the Mangolian Army.
  • Exercise NOMADIC ELEPHANT is an annual training event conducted alternatively in India and Mongolia.
  • Last edition was conducted in Mongolia in July 2023 .
Exercise Maitree India- Thailand joint Military
  • The 13th edition of India- Thailand joint military Exercise MAITREE is scheduled to be conducted from 1st to 15th July 2024 at Fort Vachiraprakan in Tak Province of Thailand.
  • Last edition of the same exercise was conducted at Umroi, Meghalaya in September 2019.
  • Exercise MAITREE will enable the two sides to share their best practices in Tactics, Techniques and Procedures for conduct of joint operations. The Exercise will facilitate developing inter-operability, bonhomie and camaraderie between soldiers of both the countries.
