• Be a qualified medical practitioner.
• Be registered with the Medical Council of India (MCI).
• Not currently practising medicine.
• Not be drawing any salary or remuneration due to their medical practice.
• Not be an employee of any hospital, nursing home, clinic, or medical establishment.
• Have completed MBBS/BHMS/BAMS/BUMS/BPT/BDP/ BDS/DIPLOMA IN MEDICINE/NURSING/AYURVEDA/HOMOEOPATHY from a recognized University.
• Not engaged in any profession other than medicine.
• Submit proof of identity, such as a PAN card, Aadhaar Card, or Driving License.
• Provide an affidavit in the prescribed format stating that they satisfy the criteria for receiving the NPA.
• Submit the required documents and information.

How to Apply for the Non-Practising Allowance

To apply for a non-practising allowance, you must first meet the eligibility criteria established by your professional governing body. Depending on your profession, this may include proof of professional registration, academic or professional qualifications, or a declaration of professional status.

Once you have met any criteria for eligibility, you can apply for the non-practising allowance. In many cases, this application must include a financial statement outlining your current financial situation and plans. 

You may also need proof of payment of applicable professional fees. Depending on where you live, you may need to provide additional documentation. 

Before submitting your application, you should review the rules and regulations established by your professional body to ensure you understand the conditions of the non-practising allowance.

Non-Practising Allowance During Study Leave

Medical officers with a minimum medical degree and a valid licence are usually eligible to receive a non-practising allowance. This is a form of compensation meant to compensate them for not practising medicine while on such leave. Many of these doctors opt to pursue higher studies, such as post-grad courses, while on this leave.

In such cases, the doctor still receives the non-practising allowance, provided they meet certain criteria. The doctor's non-practising allowance is treated in much the same way as it normally would be if the doctor were actively practising, meaning it is still subject to taxation.

The doctor must be on approved study leave and provide proof of their studies and course enrollment to the appropriate authorities. Additionally, the non-practising allowance can only cover the costs of the study leave itself. The doctor must pay any other expenses, such as tuition fees, books, stationery, etc., separately.

Non-Practising Allowance for Veterinary Doctors

Though contractual veterinary doctors are not eligible to receive the NPA, due to their unique skills and knowledge in the field of veterinary science, the association of vet doctors, in recent times, has requested the government to grant NPA to contractual vet doctors. 

The association plans to provide a forum to bring all the state associations together and consistent lobbying, with regard to their demands, to the concerned government departments to bring awareness and ensure the recognition of their efforts in the same ambit as the other contractual doctors. 

The demand for NPA for contractual vet doctors is also fueled by the various challenges faced by them in the healthcare profession. Besides, their unique, valuable and special skills need to be rewarded without fail, just like the other contractual doctors, watching the challenges faced and the extraordinary work being done by them. 

The demands for the same have seen some light, and the petition submitted is being reviewed for approval by the concerned government body. Hope the contractual vet doctors will receive NPA for their invaluable assistance in the veterinary healthcare profession.
