- General/Unreserved/General-EWS candidates must have at least 55% marks (without rounding off) in their Master's degree or equivalent from a recognized university.
- Candidates from SC/ST/PWD/OBC (non-creamy layer) should have at least 50% marks (without rounding off) in their Master’s degree or equivalent to be eligible.
- Candidates who are in their final year of the Master’s degree and awaiting results can also apply, but they must pass the degree with the required percentage within 2 years from the result date to qualify for the certificate.

- Third Gender (Transgender) candidates are eligible to receive the same relaxations in fees, age, and qualifications as SC/ST/PWD categories.
- Candidates with a Ph.D. degree and who completed their Master's by 19th September 1991 are eligible for a 5% relaxation in marks.
