
Medical Counselling Committee (MCC), under the Directorate General of Health Services (DGHS), is the conducting authority for the NEET PG counselling 2026. A set of new changes has been provided by the authority regarding the MDS counselling process. It is related to the freeze and float process in the counselling rounds. Candidates should stay updated with the new changes in the counselling process.
MCC has updated reporting rules to separate candidates willing to upgrade from candidates accepting their assigned seats. Physical visits are no longer mandatory for initial upgradation rounds.
Freeze Option: Candidates satisfied with their allotted seat must physically report to the assigned institute for document verification and fee payment.
Float Option: Candidates seeking seat upgradation submit their willingness online through the portal without visiting the allotted institute physically.
Round 3 Reporting: Mandatory physical reporting applies to all candidates allotted seats in Round 3, as well as unupgraded Float candidates from earlier rounds.
All allotted candidates must complete online certificate submission through the official portal. The allotted institute verifies these digital records before confirming eligibility for subsequent rounds. Candidates must upload clear scanned copies of documents within 2–3 days following the final allotment declaration.
Freeze Workflow: Candidates present physical documents and pay admission fees at the allotted college for final admission confirmation.
Float Workflow: Verification is conducted online by the Document Verification Committee (DVC). If discrepancies occur, DVC raises queries online, requiring candidates to re-upload documents within the reporting window.
Candidates participating in AIQ and Deemed University quotas must submit non-refundable registration charges and refundable security deposits during initial registration.
The fees vary depending on the category and participating university type. Refund processing begins after all counselling rounds conclude. Refunds are initiated within 15 working days and completed within 30 days of list publication.

Both Freeze and Float candidates must upload clear scanned copies of the required documents on the MCC portal.
Candidates should upload their documents within two to three days after the final allotment result is declared, as advised in the provided counselling instructions. Early submission gives enough time to correct mistakes or answer queries raised by the institute.
Candidates should ensure that all documents are clear, complete and correct. The information in the documents must match the details provided during registration. Missing certificates, unclear scans or incorrect information may lead to seat cancellation.

Freeze candidates must complete physical reporting and document verification at the allotted institute. The process includes the following steps:
Submission of physical documents at the institute.
Physical verification of the submitted documents.
Payment of the admission fee.
Final decision by the institute on admission.
If all documents are valid, the admission is confirmed and the seat is finalised. If the institute finds a mismatch or other discrepancy, the admission may be cancelled.
