The Medical Counselling Committee (MCC) has introduced a set of significant procedural reforms for NEET UG 2026 counselling, aimed at making the admission process faster, more transparent, and less dependent on physical paperwork. These changes touch three critical areas that lakhs of MBBS and BDS aspirants deal with every counselling season: seat upgradation, seat resignation, and NRI quota document verification.
Under the revised system, candidates who get upgraded to a better seat during subsequent rounds of NEET UG 2026 counselling will not be required to physically visit their previously allotted medical college to complete formalities. This has historically been one of the biggest pain points for students and parents, who often had to travel long distances between rounds simply to process an upgrade or collect documents. MCC's new online-first approach is designed to cut this logistical burden significantly.
MCC has also rolled out an online seat resignation facility. Candidates wishing to resign from an allotted seat will now be able to do so digitally, without needing to visit the allotted institute in person. It is important to note that this facility will be available strictly as per the rules and schedule notified for each specific round of NEET UG 2026 counselling — meaning eligibility for resignation still depends on which round a candidate is in, and whether their seat qualifies as a Round 1 "free exit" seat or a locked-in seat under later rounds.
Students should keep in mind, based on past MCC circulars, that a resignation is only considered valid once it is generated through the official portal and confirmed by the allotted college. Any resignation carried out through unofficial or offline means risks being declared null and void.
For candidates applying under the NRI (Non-Resident Indian) quota in deemed universities, MCC has enabled direct document upload through the counselling portal itself. Earlier, NRI quota applicants frequently had to go through additional offline verification steps, which slowed down admission timelines and created uncertainty. With documents now uploaded and verified digitally, MCC expects the process to be quicker and more transparent for this category of candidates.
To ensure a smooth rollout, MCC has organised orientation and training sessions for State Directorates of Medical Education (DMEs) during May and June 2026, followed by a dedicated session for medical institutions on July 27, 2026. Further training programmes for both government and private medical colleges are being planned, with MCC seeking active participation from State Counselling Authorities, DME officials, and nodal officers at medical institutions.
It's worth remembering that MCC directly conducts counselling only for 15% of All India Quota (AIQ) seats along with 100% of seats in deemed and central universities — the remaining majority of NEET UG seats are allotted through respective state counselling authorities. States have been advised to widely publish seat matrices, fee structures, and admission details so candidates can make informed choices at each stage.
For aspirants, these reforms mean less travel, faster processing, and a more accountable digital trail for upgrade, resignation and NRI quota decisions during NEET UG 2026 counselling.
