The Directorate General of Medical Education and Training, Uttar Pradesh has published the seat matrix for NEET UG counselling 2026 on its portal at upneet.gov.in. Candidates must check it before choice filling — and, more importantly, must check it again before every round, because it is not a static document.
The matrix lists MBBS and BDS seats across government, government-aided, private, minority and autonomous state medical and dental colleges in Uttar Pradesh, broken down college-wise and category-wise under state and management quota.
Treating it as one document. It is not.
DGME publishes the seat matrix separately before every counselling round, and the numbers change round to round as vacant seats are added back. A candidate who checked the matrix in August and is filling choices now is working from a list that no longer describes reality.
Seats return to the pool for predictable reasons: allotted candidates who do not report, candidates who withdraw, upgrades that vacate a lower preference, and cancellations at document verification. From Round 2 onward, what you are looking at is a mix of clear vacancies and virtual vacancies rather than a fresh full inventory.
Download the current round's matrix. Not the one you saved last month.
Two separate counselling processes operate over the same colleges.
Government medical colleges in Uttar Pradesh have their seats split: 85 percent goes to the state quota, counselled by DGME UP, and 15 percent goes to the All India Quota, counselled by the Medical Counselling Committee. Private colleges in the state are counselled through the DGME process.
This matters when you read the matrix. A number against a government college in the DGME list is the state-quota share, not the college's full intake. Candidates comparing DGME figures against a college's total sanctioned seats and concluding that seats have vanished are usually looking at the AIQ share sitting in a different process.

Lock your choices within the prescribed deadline
After allotment, candidates must select an option, and choosing wrong can cost either a better seat or the security deposit.
Freeze — you accept the allotted seat, confirm it, and exit all further rounds. No upgrade, no risk.
Float — you accept the current allotment but stay in the running for a higher preference in the next round. If no upgrade comes, you keep the existing seat and can freeze at the next reporting stage.
Slide — you stay at the same college but seek a course upgrade within it. Relevant mainly where an institution offers both MBBS and BDS or multiple related courses.
The float option is where candidates get hurt. It is the right choice when your allotted seat is well below what your rank supports and the matrix shows realistic vacancies above you. It is the wrong choice when you have already landed near your ceiling — you are then risking a confirmed seat against a thin probability, and the exit and withdrawal rules tighten as rounds progress.
Read the current round's matrix before deciding. That is precisely what it is for.
Candidates must have qualified NEET UG 2026 with the minimum required percentile, and must be domiciled in Uttar Pradesh for state quota seats. Candidates who completed both Class 10 and Class 12 from schools in UP are exempted from submitting a domicile certificate. The academic requirement is Class 12 with Physics, Chemistry, Biology or Biotechnology, and English.
Reservation operates both vertically and horizontally, with SC, ST, OBC, EWS and PwD provisions applied as per state rules.
UP NEET counselling runs across Round 1, Round 2, a mop-up round and a stray vacancy round, each conducted separately with its own registration, choice filling and allotment.
Once the stray vacancy round concludes, DGME formally closes state counselling for the year. Any residual vacant seats may then be filled directly by individual college managements under DGME-notified guidelines.
Two practical consequences. First, cut-offs in later rounds fall relative to earlier ones as the higher-ranked pool exits, which is why candidates should not treat a Round 1 miss as the end. Second, the post-counselling management-fill route is governed by DGME guidelines, not by open negotiation — treat any offer that sits outside the notified process with suspicion.
Download the current seat matrix, not a saved copy. Cross-check your category's seat count at each target college rather than reading only the total. Fix your choice order before the window opens, because locking under time pressure is how ordering errors happen. And ignore allotment dates circulating on social media — DGME's own notification is the only schedule that binds.
