Urban Administration

Urban administration refers to the system that governs and manages cities and towns. In larger cities, this is done by the Municipal Corporation , while in smaller towns, it is managed by the Municipal Council . These bodies are responsible for ensuring the smooth functioning of urban areas by handling essential services such as maintaining street lights, garbage collection, and water supply. They also keep streets and markets clean, prevent the outbreak of diseases, and manage public services like schools, hospitals, and parks. These local administrative bodies play a vital role in ensuring the well-being of urban populations.

The Ward Councillor and Administrative Staff

In urban areas, decisions like where to build a park or a hospital are usually made by the Ward Councillors . Cities are divided into different wards, and each Ward Councillor is elected by the people in that ward. While decisions that affect the entire city are taken by groups of councillors, committees are formed to debate and resolve specific issues. For problems within a particular ward, residents can approach their councillors directly. The Councillor’s Committees make decisions, while the Commissioner and administrative staff, who are appointed (not elected), implement them. All Ward Councillors meet to create a budget, and the money is allocated based on these decisions. The city’s work is divided into departments, such as the water department, garbage collection department, roads, and gardens. In recent times, many municipalities have started hiring private contractors to manage garbage collection, a process called Sub-Contracting . Previously handled by government workers, this work is now done by private companies. Contract workers are paid less, their jobs are temporary, and they lack safety measures. Collecting garbage is hazardous, and these workers are not provided adequate protection or compensation in case of injury. The Municipal Corporation also advised people to use two dustbins at home to sort their garbage, making it easier to process waste and reduce the workload on garbage collectors.
