  2. A Tibetan refugee who came to India before 1st January 1962 with the intention of settling permanently.
  3. A person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Ethiopia, or Vietnam) with the intention of permanently settling in India.
