History and Evolution of Padma Awards
The Padma Awards were first instituted in 1954 and have been announced every year on Republic Day since then, with a few exceptions during political transitions (such as in 1978, 1979, and between 1993 to 1997). Initially, the awards were categorized as Pahela Varg, Dusra Varg, and Tisra Varg, but they were renamed Padma Vibhushan, Padma Bhushan, and Padma Shri in 1955. The awards are not limited to Indian citizens ; they can also be conferred on foreigners who have made exceptional contributions to India or to global development. So far 343 Padma Vibhushan, 1339 Padma Bhushan, and 3644 Padma Shri have been announced. While the awards are primarily given to individuals for personal achievement, there is a strong emphasis on contributions that benefit society at large.
Selection Process for Padma Awards
The selection process for the Padma Awards is transparent and inclusive. It follows the following steps:
Nomination Process: The nominations are open to the public, meaning anyone can nominate a candidate for the awards. Individuals can even nominate themselves.
Review by the Padma Awards Committee: The Padma Awards Committee is constituted every year by the Prime Minister and is chaired by the Cabinet Secretary. Other members include the Home Secretary, Secretary to the President, and several eminent persons from various fields.
Approval: Once the committee finalizes the list, it is sent to the Prime Minister and the President for approval. After this, the names of the awardees are published in the Gazette of India.
A maximum of 120 awards can be given each year, excluding posthumous and foreign awardees. This cap ensures that the awards remain exclusive and prestigious.
