The UPSC Civil Services Examination is conducted by the Union Public Service Commission to recruit officers for India’s top administrative services. If you are planning to appear for this exam, nationality is one of the most important eligibility conditions you must meet. While Indian citizens are fully eligible for all services, certain foreign national categories are allowed limited participation under strict government rules. These rules are especially strict for IAS and IPS, where Indian citizenship is mandatory.
If you are a foreign national and want to understand UPSC eligibility, you must first know that eligibility is not open in a general sense. It is restricted to only specific categories approved by the Government of India.
To be considered, you must satisfy these basic conditions:
You belong to an approved nationality category notified by the Government of India
You are eligible only for selected Central Civil Services, not IAS or IPS
You meet all educational and age criteria similar to those of Indian candidates
You possess valid and verifiable documentation of your nationality or origin
You satisfy any additional conditions mentioned in the official UPSC notification for that year
Even if you meet these conditions, your eligibility is limited and does not extend to all services.
Your eligibility depends entirely on your nationality category. Most foreign nationals are not eligible, but a few exceptions exist under specific rules.
You are eligible in full only if you are an Indian citizen. Otherwise, you may fall under limited eligibility categories approved by the government.

IAS and IPS are strictly reserved for Indian citizens only.
Only specific groups of foreign nationals are allowed to apply for the UPSC Civil Services under limited conditions. Even within this, IAS and IPS remain restricted.

A citizen of Nepal
A citizen of Bhutan
A Tibetan refugee who came to India before 1 January 1962
A Person of Indian Origin (PIO) from specified countries, such as Sri Lanka, Pakistan, Burma, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, and Vietnam, and you intend to permanently settle in India
