IAS Training Period in LBSNAA

After successfully clearing the UPSC exam, probationary IAS officers undergo a comprehensive 2-year training program at LBSNAA. The LBSNAA training schedule for a day includes morning exercises, academic sessions, sports activities, and extracurricular engagements to foster well-rounded development. The Time duration of IAS training at LBSNAA is divided into the following main phases:
Phases of IAS Training
Phase Description
Foundation Course 3 months; broad understanding of Indian polity, history, economics, and current affairs.
Phase 1 Training Bharat Darshan: also known as Winter Study Tour (7 weeks) Involves attachments with armed forces, public and private sectors, municipal bodies, NGOs, and tribal areas. Covers nearly 20,000 kilometers across India. Block Leave (1 week)
Academic Instruction (12 weeks): Subjects include Law, Economics, Indian Constitution, Management & Behavioral Sciences, Public Administration, ICT, and regional language proficiency. Approximately 400 teaching hours.
  • Co-curricular Activities: Weekend treks, literary festivals, theatre workshops, film festivals, and events organized by various clubs. Zonal Days includes, Showcasing culture and cuisine of allocated cadres.
  • Inter-Services Meet also known as SANGAM is a 3-4 day event building inter-service camaraderie. 
  • After Phase I, Officer Trainees undergo a one-year district training in their allotted cadres.
District Training:

1 year of hands-on experience with district administration and developmental challenges, Combining "Learning by Seeing" and "Learning by Doing." This training includes:

  •  Institutional Training at ATI: Duration varies from 3 to 12 weeks, either at the start or mid-year.
  • District Attachments (25-30 weeks):  Under the District Collector’s supervision, trainees work with various district-level offices like the Collectorate, Zila Parishad, and others.
  • Independent Charges: Trainees handle roles such as BDPO and Tehsildar for 4-8 weeks to gain hands-on experience.  
  • State Secretariat Attachment:  A one-week attachment to understand the dynamics of the State Government.
  •  Assignments: Monthly analytical notes, a village study report, law cases, and language assignments are submitted to cadre Counsellors.
Phase 2 Training

Held at LBSNAA, consolidates the theoretical knowledge from earlier phases and practical insights from district training. This phase focuses on sharing and analyzing experiences, enhancing administrative skills, and preparing trainees for field challenges (from mid-May to June).

 Key Components of Phase II:

  • Seminars: Discussions on challenges faced as SDOs, CEOs of Zilla Parishad, Municipal Commissioners, and District Magistrates.
  • Physical Fitness:  Mandatory morning exercise and weekend adventure sports like river-rafting and rock climbing.
  • Foreign Study VIsit: To study international best practices, followed by a report on their applicability in India.
  • Masters Degree in Public Management: LBSNAA awards a Masters’ Degree in Public Management, recognized by JNU, upon completion of the two-year training program. The course includes 64 credits and four semesters
Assistant Secretary Central Secretariat experience; work under Joint Secretaries for a few months.
Mid-Career Training (MCT) Phase 3: For officers with 7-9 years of service; enhancing competencies for senior positions.
Phase 4: For officers with 14-16 years of service; aims at preparing officers for senior leadership roles.
Phase 5: For officers with 26-28 years of service; concentrates on policy and strategy at the highest levels of administration.

IAS Training Period Salary 

During their training period at LBSNAA, IAS officers need to pay a certain amount of LBSNAA training fees for the mess and hostel. This fee is deducted from their monthly salary or stipend as an IAS trainee. The salary of IAS officer during training at LBSNAA is Rs. 56,100, excluding deductions. After deducting the expenses or accommodation charges, trainees typically receive a stipend ranging from Rs. 35,000 to Rs. 40,000 per month. Once training is completed and IAS are posted in their respective districts/posting, they receive salaries and allowances according to their rank.

Probation Rules for IAS Training at LBSNAA

During LBSNAA training, all Officer Trainees (OTs) must follow rules and regulations mandated by the academy. These rules are designed to ensure that only dedicated and competent individuals become officers. The probation period rules to abide by during IAS training at LBSNAA are as follows:
  • Final Examination: Trainees must pass a final exam with a total of 900 marks based on their performance at the end of the course.
  • Missed Exams:  If a trainee misses an exam due to unavoidable circumstances, the government may allow them to take a special exam approximately three months later.
  • Probation Duration:  The probation period is two years, extendable by one additional year if required.
  • Discharge Conditions:  An OT can be discharged due following reasons-
    • Failure to pass the re-exam.
    • Determination by the government that the trainee is ineligible for service.
    • Willful neglect of probationary duties and studies.
    • Non-compliance with academy rules and regulations.
