LBSNAA Full Form

Lal Bahadur Shastri National Academy of Administration is the full form of LBSNAA. It is located in Mussoorie, Uttarakhand India. It has been functioning under the Ministry of Personnel, Public Grievances, and Pensions since 1985. It is a training institute for civil servants that offers courses on public policy and public administration.

LBSNAA History

  • Lal Bahadur Shastri National Academy of Administration functioned under the Home Ministry, and later moved to another ministry till April 1977, and then came back again under the Home Ministry until March 1985.
  • The origin of Lal Bahadur Shastri National Academy of Administration can be traced back to the National Academy of Administration, which was set up in 1959 by amalgamating the   IAS Training School, Delhi, and the IAS Staff College, Shimla.
  • Before the establishment of Lal Bahadur Shastri National Academy of Administration, the campus was a hotel called Charleville Hotel. It was purchased by the government from private ownership.
  • In 1972, it was renamed Lal Bahadur Shastri Academy of Administration and later to the present name of Lal Bahadur Shastri National Academy of Administration (LBSNAA) in 1973.

 

Facilities at LBSNAA

The Lal Bahadur Shastri National Academy of Administration campus includes the Aadharshila and Gyanshila buildings, which have been constructed and contain faculty and staff offices, and computer and lecture halls. For cultural programs and functions, the Sampoornanand Auditorium is utilised. The short-term programs are hosted at Indira Bhavan Campus . Apart from academic halls, the campus has a large sports complex, computer facilities, Wi-Fi facilities, a library, and several hostels for resident students.

 

Who is Eligible to Go to LBSNAA? 

  • The Lal Bahadur Shastri National Academy of Administration is a premier training institute for candidates who have qualified the Civil Service Examination conducted by the Union Public Service Commission . Post the allocation of service, all IAS Officers will have to complete a two-year training period at LBSNAA.
  • As far as other civil servants are concerned, IFS Officers will be trained at Sushma Swaraj Institute of Foreign Service in New Delhi , IFoS Officers at Indira Gandhi National Forest Academy in Dehradun, IPS Officers at Sardar Vallabhbhai Patel National Police Academy in Hyderabad, IRS Officers at National Academy of Customs, Indirect Taxes and Narcotics etc.
  • IAS Officer trainees will firstly need to enrol in the four-month long foundation course . Candidates for grade A positions such as IAS , IPS , and IFS also attend foundation courses.
  • Phase-1: After the foundation course, Phase-1 training for IAS begins with Bharat Darshan . After completing the Phase-1 of the training, the trainees will have to attend the district training for a period of one year .
  • Phase-2: The training begins with sharing the IAS Training Phase I and the district training experience. The training also includes special sessions on different subjects from the subject matter experts.
  • Phase-3: It is a part of Mid-Career Training Program , and officers with around eight years of service have to take part in the training.
  • Phase-4: A new Phase-4 has been added to cater to officers having 15 years of service experience and who are expected to become Joint Secretaries.

What are the Courses Taught in LBSNAA?

The primary goal of Lal Bahadur Shastri National Academy of Administration is to teach public policy to IAS cadre government employees, which is part of Group-A Central Civil Services Foundation Course. As part of their training, IAS Officer trainees are taught courses on e-gov, national security, project management, soft skills, land management, policymaking , etc. After successful completion of training, IAS Officer trainees receive an MA in Public Administration from Jawaharlal Nehru University, Delhi. The activities of an Officer Trainee begin at 6 am with an exercise drill, followed by academic sessions. Cultural activities , trekking, adventure sports, horse riding, volunteering, cross-country runs etc are conducted during holidays and evening hours.

 

LBSNAA: Collaboration with Other Institutes 

  • The National Institute of Administrative Research, the Gender Centre, the Center for Disaster Management, the Centre for Rural Studies, and the Centre for Rural Credit are some of the research institutes working in collaboration.
  • To provide the best training for IAS Officer trainees, Lal Bahadur Shastri National Academy of Administration is collaborating with prominent think tanks and Ivy League research institutes.
  • Exposure to prominent think tanks will give Officer trainees insight into the most recent advancements in the realm of policy-making.
  • Many autonomous research centers assist the academy in research in areas of governance and public administration.

Post Training at LBSNAA

  • After completing training at Lal Bahadur Shastri National Academy of Administration, IAS Officer trainees go to their respective cadres. Their career trajectory varies based on their cadre.
  • After Phase-1, they are posted as district-level trainees .
  • After Phase-2, they are posted as Assistant Secretary , followed by positions of SDM, Municipal Commissioners, DM, and Joint Secretaries at State Secretariats .
  • District-level posts are given only after gaining 8 to 10 years of experience . The senior-most post in the Indian Civil Services is Cabinet Secretary .
