AAO

In 2016, the AAO examination was incorporated into the Staff Selection Commission Combined Graduate Level (SSC CGL) examination. Thus, the Indian Audit and Accounts Department (IAAD), which reports to the Comptroller and Auditor General of India (CAG), employs AAOs.

This is the most sought-after entry-level position due to the high salary. AAOs are authorised officers making section-level decisions since they investigate state, central government, and public-sector accounting, finances, operations, and compliance. 

They assist and accompany audit personnel. In order to become an AAO, the candidate must have a bachelor's degree from an accredited university or a CA, MBA, MBS, M.Com., MBE, or CMA degree.

What Is the Role of an Assistant Audit Officer?

An AAO's primary responsibility is to improve efficiency across multiple government departments. They are also in charge of identifying omission errors in financial transactions made by various government departments. 

They can work in the four IAAD (Indian Audits and Accounts Department) sections. Likewise, they may also be assigned audit tours throughout the country. An AAO's responsibilities are as follows:

1. Administration

An Assistant Audit Officer may perform the following administrative tasks:

  • Keeping accurate payroll, leave, and tour records, as well as bill details for employees
  • Implementing audit guidelines and nominations as directed by the chief officer
  • Managing internal audit training on relevant audit topics

2. Preparation and execution

An AAO may be responsible for the following planning and execution tasks:

  • After careful review, inspection reports are presented to senior officials.
  • Keeping track of major and minor financial irregularities in auditing software
  • Planning audit work for various audit types across various ministries and departments
  • Managing field unit meetings

3. Reporting

An AAO may perform the following tasks:

  • Examining and converting facts and figures to create a Draft Audit Paragraph (DAP).
  • Contact field units and ensure that they collect the necessary information for the DAP

4. Postal and telecommunications services

The following are the responsibilities of AAOs in the P&T section:

  • Examining postal unit employees' bills
  • Detecting inconsistencies and problems in memos and communication channels

AAO goes on audit tours to different parts of the country for audits and audit inspections in addition to office duties. Moreover, the audit tours are divided into four sections. 

To sum up, AAOs are allowed to travel every quarter and perform their duties for 45 to 60 days. However, the tours may be announced at short notice, sometimes 10 to 15 days before the tour begins.

What Is the Importance of an Assistant Audit Officer Position?

The Comptroller and Auditor General (CAG) is a constitutionally mandated body. Therefore, the CAG's office oversees the Indian Audit and Accounts Department (IAAD). They are jointly in charge of auditing compliance and financial transactions of union and state governments, union territories, and public sector organisations. 

An Assistant Audit Officer (AAO) is a junior officer position in the IAAD. They report to the department's senior audit officers. So, the AAO's role is to assist the senior audit officer in conducting compliance and financial performance audits of various government departments. Likewise, they also carry out audit inspections. 

The role of the AAO is crucial because it is the highest-level post filled through the SSC CGL (Common Graduate Level) exam. An AAOs service is essential because they are the first to spot errors and report anomalies in the finances of various government departments.

Eligibility Criteria for AAO 

A graduate degree from a recognised college or university is the minimum educational requirement for becoming an AAO. The following qualifications are listed as desirable by SSC:

  • Chartered accountancy
  • Company secretaryship
  • Master's degree in finance
  • Master's degree in commerce
  • Master's degree in business studies
  • Cost and management accountancy
  • Master's degree in business economics
  • Master's degree in business administration

What Is the AAO Recruitment Process Like?

The SSC CGL exams for Assistant Audit Officers are divided into four phases. Each phase is known as a tier:

Tier 1

Firstly, Tier 1 is a 60-minute online examination consisting of 100 multiple-choice questions. The total number of marks available is 200, and you can take the exam in either English or Hindi. 

General intelligence and reasoning, general awareness, quantitative aptitude, and English comprehension are all covered in this phase.

Tier 2 

Secondly, Tier 2 is a 120-minute online examination consisting of 500 multiple-choice questions (MCQs). The total possible marks are 800, and you can take the exam in either English or Hindi. 

Quantitative ability, English language and comprehension, statistics, and general knowledge (focusing on finance and economics) are all covered in this phase.

Tier 3

Further, Tier 3 consists of a 120-minute offline examination of one descriptive question. The total number of marks available is 100, and you can take the exam in either English or Hindi. 

It is a descriptive paper in which you may be asked to write an essay, a summary, a letter, or an application.

Tier 4 

Moreover, Tier 4 is an offline examination in two stages. Candidates must type 2000 words in English on a computer in 15 minutes for the Data Entry Speed Test (DEST). 

Candidates' word processing, spreadsheet, and slideshow presentation skills are tested in the Computer Proficiency Test (CPT). Candidates are placed on a merit list based on their overall performance in the tier exams and their preference for specific positions.

What Happens Following Selection of Assistant Audit Officer?

The following selection, you may encounter the next significant milestones:

Joining and training

Certainly, if you are chosen, the SSC will notify you via email. You must present original academic certificates and a medical certificate issued by a chief medical officer from a government hospital for document verification. Before taking office, you must take an oath. 

Your posting will begin once you have joined one of the IAAD's four sections. Before posting, you must complete three months of mandatory training at a location of your choice. Consequently, a senior audit officer will train you for your section work. Fieldwork is extremely rare during the first year of service.

Additional SAS exam

The training prepares an AAO for the Subordinate Audit Service exam, which is required. AAOs must pass it within two years of joining. They will remain probationary AAOs until then.

Salary and Benefits for an AAO

An assistant audit officer's monthly base salary is Rs 53,100. They are eligible for the same allowances and benefits as government employees. 

This includes rent allowance, transportation allowance, dearness allowance, gasoline allowance, and limited phone allowances. They are also given additional funds to cover expenses incurred during audit tours.
