The full form of AFHQ is Armed Forces Headquarters. The Armed Forces Headquarters (AFHQ) is the highest level of command and control within the Indian Armed Forces, which consists of the Indian Army, Indian Navy, and Indian Air Force.
The AFHQ is responsible for overseeing the overall management and administration of the Indian Armed Forces, including
- Formulating policies and strategies,
- Preparing the annual budget and long-term plans,
- Managing operations,
- Training personnel,
- Managing equipment and weapons systems,
- Gathering and analysing intelligence,
- And coordinating the activities of the three branches of the Indian Armed Forces.
The headquarters is in New Delhi and is led by the Chief of the Defence Staff (CDS), the highest-ranking military officer in the Indian Armed Forces and serves as the principal military advisor to the President of India and the Prime Minister.
The AFHQ is also responsible for representing the Indian Armed Forces in international forums and negotiations and for maintaining the overall readiness and capability of the Indian Armed Forces to meet the national security needs of India.
Roles and Responsibilities of AFHQ
- As an officer in the Armed Forces Headquarters (AFHQ), you will oversee work management, coordination, and distribution. This will involve supervising staff and analysing policies to initiate files for proposals or decisions.
- Your responsibilities will also include submitting periodic reports and returns by collating data and being active in the administration and management of the Integrated Headquarters of the Defence Ministry (Army, Navy, and Airforce).
- In this role, you will play an important part in ensuring the efficient and prompt disposal of work and monitoring of any delays. You will also need to be vigilant in adhering to instructions regarding the treatment and safeguarding of documents and maintaining records.
Recruitment and Training
- The initial way to become an Armed Forces Headquarters Civil Services (AFHQ CS) officer is through the Civil Service Examination administered by the Union Public Service Commission (UPSC) annually.
- Unfilled vacancies in the Direct Recruitment (DR) quota will be redirected to the promotion quota in the fourth year after being carried forward for three years. The remaining 50% of vacancies will be filled through the promotion of Assistants.
- To become an AFHQ Civil Services officer, candidates must pass all three UPSC Civil Service Examination rounds, including the preliminary, primary, and interview rounds.
- Newly recruited candidates for the Armed Forces Headquarters attend a foundation course at the Defence Headquarters Training Institute.
- During this course, they are taught about how the government works and made aware of their role and responsibilities in the headquarters and other inter-service organisations.
- Once the examination is completed, candidates must check if they have been shortlisted in the final list.
- Additionally, they receive in-depth training on the services, and specialised modules are designed to help them learn.
- They also receive on-the-job training, which gives them hands-on experience and helps them understand their roles and responsibilities in the service headquarters and other inter-service organisations.

Upgrading of Posts
- The pay grades for AFHQCS has undergone several revisions due to the 4th, 5th, 6th, and 7th Central Pay Commissions.
- In 1968, the organisation comprised four grades, with 204 individuals in Group A and 1472 in Group B.
- The highest rank was Senior Civil Staff Officer, equivalent to the Deputy Secretary level.
- After the 4th and 6th Central Pay Commissions, many positions were upgraded, leading to an increase in Group A level posts to 409, including four Joint Secretary positions and 2235 in Group B.
- In July 2013, a committee was established to restructure the AFHQ Civil Service further to improve its members' career prospects.
- The AFHQCS comprises six grades, ranging from Assistant Section Officer to Principal Director.
