IDA in Salary
The full form of IDA in Salary is Industrial Dearness Allowance. Industrial dearness allowance (IDA) is given to public sector employees in the central government. The industrial dearness allowance for the public sector undergoes quarterly revision depending on the consumer price index to help offset the impact of the rising inflation levels. Despite the measures taken by the government to control the level of inflation, only a part of it is controlled as the prices fluctuate depending upon the market.

Calculation of Dearness Allowance

As the government provides IDA to control the rise in inflation levels, it is calculated twice yearly in January and July. The formula used in the calculation of IDA was changed in 2006 by the government. Presently IDA is calculated in the following formula:
  • For the employees of the central government %, the IDA is calculated in = {(average of the all-India consumer price index (base year -2001=100) for last 12 months – 115.76)/115.76) *100}.
  • For central public sector employees % IDAis {(average of the all-India price index (base year -2001=100) for the last three months -126.33)/126.3* 100}

 Use of Industrial Dearness Allowance Under Income Tax

As per the provisions act 1961, there is a tax on salaried employees.
  • Suppose a salaried employee gets a rent-free accommodation from their work where all the previous conditions are met. Then IDA becomes a part of the salary, where it becomes a retirement benefit salary.
  • The income tax in India wants the industrial dearness allowance to be mentioned separately in the returns that have been filled. IDA is fully taxable for salaried employees. 

Changes in Industrial Dearness Allowance in Budget 2018

According to the records, approximately fifty lakh central government employees are receiving salaries from the government. Then there are more than fifty-five lakh employees ready to get pensions from the government and are waiting for that to happen. According to the recent announcement by the government in 2018, they have decided to hike the percentage of the IDA by 2%. It was 5%, and now it is 7% for the central government employees. It will benefit them greatly because a 2% increase will change their pay cut. The central government employees and pensioners will benefit from this.

Industrial Dearness Allowance for the Pensioners

Pensioners are that branch of a central government employee who is ready to take an individual or family pension. Whenever the pay commission rolls out a new salary scheme, this also affects the pensioners and reflects the image of the pay scale. Likely if there is a change by a percentage in industrial dearness allowance, then the industrial dearness allowance of the pensioner personnel is revised accordingly. This change may be good or can affect badly as well. It is because most of the time, the percentages increase. It stays the same as well, and in that case, if there is inflation, it will affect the pensioner's life.

What is an Industrial Dearness Allowance?

It is the amount of money the government pays the government employees so that in times of inflation, the employees can offset the impact. The effective way to cope with inflation is to constantly change the industrial dearness allowance. But it is sometimes not possible because of a great market change in prices. This change helps to cope with increasing prices. Inflation occurs according to place, so the employee's industrial dearness allowance is also calculated according to where the employee resides. Thus, industrial dearness allowance varies from person to person according to the urban, semi-urban, and rural sectors.

Types of Dearness Allowance

There are mainly two types of dearness allowance.
  • Industrial dearness allowance – This allowance is given to the public sector employees of the central government. The industrial dearness allowance goes through certain changes quarterly to cope with the increasing market changes.
  • Variable dearness allowance – This allowance goes to the central government employees. It is revised every six months to fight the offset of inflation according to the consumer price index.
Therefore, the industrial dearness allowance is a means to fight inflation. The government decides the allowance of working employees and retired or pension personnel. This allowance is given after a calculation that is done twice a year.  But the important factor to note is that the industrial dearness allowance can’t have an effect if the market price changes, then no matter how much the industrial dearness allowance increases, the employees will not be able to fight the offset of inflation. Does industrial dearness allowance differ according to the area of living?

Yes, it differs according to the area of living. This is because the allowance depends on inflation, and inflation depends on areas like rural, urban, and semi-urban.  

When does the industrial dearness allowance merge with the basic salary of an employee?

It merges with the basic salary of an employee when it exceeds the fifty % limit. This merger results in a significant rise in the salary of an employee. Currently, IDA stands at fifty % of the basic salary of an employee.

Is the industrial allowance applicable to employees from the private sector?

No, it does not apply to the employees or pensioners of the private sector. The industrial allowance sector is a scheme given only by the government and their government employees.
