RRB stands for Railway Recruitment Board, commonly known as Railway Recruitment Control Board. On the other hand, RRC stands for Railway Recruitment Cell.
Indian railways recruit posts including Group A, B, C, D. The Railway Recruitment Board (RRB) handles the recruitment of the Group C category and the Railway Recruitment Cell (RRC) handles the recruitment of the Group D category.
The exams conducted by both RRB and RRC are for candidate recruitment under the Government of India. The RRB conducts an exam for various posts in railway recruitment and aspirants from all across the country apply for these posts through the different modes of the application process.
The RRC exam is a Railway Group D exam not conducted for the position of Officer in Railways.
Group A and B posts are for higher positions like Traffic Services, Accounts Services, Personnel Service, and Indian Railway Protection Forces. The recruitment is done through UPSC and IAS Exam.

Railway Recruitment Control Board is a government recruitment agency for Group C and Group D non-gazetted civil service and engineering posts in Indian Railways, Government of India.
The Minister of Railways (Railway Board), New Delhi, established the RRB in 1998.

The Railway Recruitment Cell, meanwhile is a cell that works along the RRB for recruitment to Group ‘D’ posts to the General Managers. The Cell undertakes the recruitment for Group ‘D’ vacancies in Mumbai, Ahmedabad, Rajkot, Ratlam, Bhavnagar, and Vadodara Divisions, workshops, and extra divisional units in the territorial jurisdiction of Western Railway.
There are 21 (Twenty-one) Railway Recruitment Boards (RRBs) functioning under the control of the Railway Recruitment Control Board (RRCB).
The Rail Bhawan, located in New Delhi, is considered one of the largest recruiting agencies of the Government of India, which does direct recruitment for all the departments of Indian Railways.

The RRB exam is a recruitment agency of the Indian Railway that conducts an exam for recruiting candidates for various posts in the Indian Railways. This comprises both the Officer scale means (Group B) and the Group C scale.
Aspirants having the 10th standard passing certificate can also prepare for the Group D post under the RRC of Indian Railway. Aspirants having a graduation degree, they can prepare for major Group C posts under the RRB and it will be considered a better option for their growth as opportunities are comparatively better for these posts with a higher pay scale and other benefits.
