The provision in question defined how dependent the WHO is on the IAEA. People therefore criticised the organisation on the grounds that it was unable to make decisions on its own. The WHO's independence in making health-related decisions was then made clear, though.

Without a doubt, the pandemic sceptics had to jump in with their criticisms of the inefficient management of the pandemic that is currently affecting us. There is also a worry that the organisation, which ultimately has the least openness and sensitivity to what happens across the world, will portray China as a reliable person.
