CBSE Announces Reforms in LOC Submission: The Central Board of Secondary Education has introduced major reforms for the List of Candidates submission for the Class 10 and 12 board examinations of 2026.

CBSE has introduced major reforms in LOC submission for Class 10 and 12, including a two-board exam policy, APAAR ID integration and stricter data requirements.
Schools must complete LOC verification on time, with dedicated provisions for Children with Special Needs and clear submission deadlines.
1. Two-Board Examination Policy for Class 10
For the 2025-26 academic year, CBSE is introducing a two-board examination policy for Class 10:
Main Examination: Scheduled for mid-February 2026 this exam is mandatory for all students. Schools must complete the LOC submission for Class 10 2025 to ensure all candidates are registered for this primary exam.
Second Board Examination: Conducted later as an optional improvement exam in May 2026. Schools will submit LOC data for this exam after the first exam concludes.
2. Integration of APAAR IDs in LOC Submission
A significant technological update in the CBSE LOC guidelines is the mandatory integration of APAAR IDs in LOC submission for both Class 10 and 12.
Schools in India are required to submit LOC data only for students with a valid Automated Permanent Academic Account Registry (APAAR) ID.
The CBSE will validate these IDs during submission to reduce errors and maintain robust academic records. Schools outside India are exempt from this requirement.
3. Stringent Data Requirements for Schools
CBSE has emphasized meticulous preparation of LOC data. Schools must include:
Student personal details and parent/guardian information
Date of birth and APAAR ID (for Indian schools)
Correct subject codes and combinations as per the scheme of studies
Candidate category: First Sitting (FS), Improvement, or Compartment
Only error-free submissions will be accepted. Students not listed via the online LOC will be ineligible to appear in the 2026 exams.
4. Dedicated Portal for Children with Special Needs (CWSN)
In a progressive step towards inclusivity, CBSE has launched a dedicated portal for Children with Special Needs (CWSN).
Schools can submit records and information for these students to ensure the implementation of appropriate relaxations and accommodations during examinations.
Important Dates and Verification
CBSE LOC submission last date: Schools can begin online submission from September 2025 with the last date for submission without a late fee set in October 2025.
Late fee: Candidates submitting the LOC after the deadline will be charged ₹2,000 per candidate.
Schools must ensure that LOC verification Class 10 is completed accurately to avoid the disqualification of any candidate.
The LOC is the official registration document for students appearing in CBSE board exams. Only students whose names are successfully registered through the LOC portal are eligible to appear in the examinations.
