CBSE to Issue Migration Certificates via DigiLocker: The Central Board of Secondary Education (CBSE) has taken a major decision for the students of class 10th and 12th. From the 2025 examination session, students will no longer receive hard copies of their Migration Certificates. Instead, these important documents will be issued digitally through DigiLocker, a secure platform designed for storing verified certificates and marksheets.
As a result, students can access their certificates instantly without waiting for postal delivery. Moreover, this move aligns with broader government efforts to modernize educational processes and reduce administrative burdens. Consequently, academic documentation becomes not only more efficient but also safer and easier to verify. In addition, the transition supports ongoing Digital India initiative, providing students and institutions with a reliable, accessible system.
CBSE’s digital move makes migration certificates free, easy to access, and instantly verifiable. Students no longer have to wait for or pay for physical copies. Instead of running to post office to submit a certificate, students can now download it on DigiLocker and share it with their college in minutes.

In its clarification, CBSE stated:
This move marks a push toward digital transformation in Indian education, aligning with Digital India initiative and the government’s goal of making documentation more accessible.
The Migration Certificate is essential for students switching boards or seeking admission to universities. Until now, students had to apply and pay for a printed copy. From 2025, this process becomes fully digital, free, and instantaneous.
CBSE confirmed that all certificates will be automatically uploaded to students’ DigiLocker accounts — tamper-proof, instantly verifiable, and securely stored. This eliminates paperwork, reduces waiting time, and simplifies the verification process for colleges and institutions.
As per the official notification, the move may have stemmed from the UGC directive (D.O. No.F1-46/2020(NAD/Digilocker), dated January 3, 2022), which directed higher education institutions to accept DigiLocker documents as valid and authentic. CBSE’s decision aligns with this national digital documentation framework, ensuring all DigiLocker-issued records carry equal legal status as physical documents.
During the transition period, CBSE allows students to request physical copies if necessary through the Duplicate Academic Document System (DADS) at cbseit.in/cbse/web/dads/List.aspx.
However, out of 17,04,367 Class XII students in 2025, only 38,386 applied for printed Migration Certificates.
