BHARATPOL: The rise of globalised crime, including cybercrime, drug trafficking, human trafficking, and financial fraud demanded a more agile and unified response from Indian authorities.
Addressing this crucial need, the BHARATPOL portal was launched to streamline the process for law enforcement agencies (LEAs) to seek and provide international assistance through INTERPOL. This digital platform replaces the older, manual communication methods, marking a significant step in India's efforts to combat transnational crime.
The BHARATPOL portal is a dedicated digital platform developed by the Central Bureau of Investigation (CBI). The CBI serves as India's National Central Bureau (NCB) for the International Criminal Police Organisation (INTERPOL).
Before its launch, only the CBI primarily handled requests for international assistance, which often involved time-consuming, manual communication through letters, emails, and faxes. The new platform provides a centralised, real-time interface, empowering not just central agencies, but also state and union territory (UT) law enforcement agencies to directly connect with INTERPOL's global network of 195 member countries.
The portal was officially launched on January 7, 2025, by the Union Home Minister, Shri Amit Shah.
The core objective of the BHARATPOL portal is to improve collaboration between Indian law enforcement agencies and their foreign counterparts to enable Real-Time Action against Transnational Crimes.
The portal was developed to address critical challenges in international police cooperation, including:
Tackling Transnational Crimes: To effectively combat the growing threat of borderless crimes such as organised cybercrime, drug and human trafficking, economic fraud, arms smuggling, and terrorism.
Streamlining International Assistance: To simplify and expedite the process of seeking and providing assistance in criminal matters through INTERPOL channels.
Reducing Delays: To replace slow, outdated communication methods with a quick, secure, and structured digital system for transmitting requests and intelligence.
Empowering Field-Level Officers: To provide easy and faster access to international police cooperation for field-level police officers, thereby increasing their efficiency in investigations.
The BHARATPOL system is built around five essential modules that provide a comprehensive technological platform for all law enforcement agencies:
Connect: This module integrates all Indian law enforcement agencies, enabling them to operate as a functional extension of INTERPOL’s National Central Bureau (NCB) in New Delhi.
INTERPOL Notices: It facilitates the rapid, secure, and structured transmission of requests from Indian agencies to INTERPOL for the publication of colour-coded notices, such as Red Corner Notices (RCNs), which are crucial for tracking fugitives.
References: This feature simplifies the process of requesting and offering international assistance from/to other countries for investigations taking place abroad.
Broadcast: This module ensures that requests for assistance or criminal intelligence shared by foreign countries are immediately transmitted for action or information to all relevant Indian law enforcement agencies.
Resources: This section provides crucial access to relevant documents, templates, guidelines, and necessary capacity-building resources for officers to effectively use the portal and conduct international investigations.
The implementation of the BHARATPOL portal is a transformative move that significantly enhances India's capabilities in the global fight against crime.
Real-Time Data Access: It provides Indian investigators with instant access to 19 types of INTERPOL databases. This wealth of data aids officers in developing crime prevention strategies, analysing crime patterns, and swiftly apprehending criminals.
Faster Extradition: By streamlining the issuance of notices and international references, the portal speeds up the entire extradition process and legal proceedings for bringing fugitives back to India.
Support for New Criminal Laws: The system plays a key role in implementing the 'Trial in Absentia' provision in the country's new criminal laws, ensuring that cases against fugitives who flee abroad can proceed and sentences can be awarded in their absence.
Unified Platform: Connecting all central, state, and UT police forces to the INTERPOL network, it creates a unified, centralised platform, strengthening coordination and accountability across all Indian LEAs.
The integration of the BHARATPOL portal directly benefits law enforcement agencies across the country.
It serves as a single window for processing all international requests, eliminating bureaucratic delays and the reliance on traditional, slow communication channels.
The focus on providing the platform to field-level police officers empowers them with the tools and information necessary to respond to modern security and criminal issues quickly. The CBI, as the nodal agency, is also responsible for conducting training sessions to ensure that all state and central agencies effectively utilise the portal.
