To mark the 80th anniversary of the ICAO, the theme for International Civil Aviation Day 2024 is “Safe Skies. Sustainable Future: Together for the next 80 years.” As ICAO celebrates this milestone, it reaffirms its commitment to reducing aviation's carbon footprint, aiming for net-zero emissions by 2050.

Background of International Civil Aviation Day

International Civil Aviation Day was established in 1994 to commemorate the 50th anniversary of ICAO . The United Nations officially recognised the day in 1996. Its primary objective is to generate awareness about the importance of international civil aviation for social and economic development. The roots of this observance trace back to 7 December 1944 , when the Convention on International Civil Aviation, also known as the Chicago Convention, was signed. The signing of the convention by 52 countries , including India marked the formation of the ICAO, which would go on to become a specialized agency of the United Nations responsible for promoting safe and secure civil aviation across the globe.

International Civil Aviation Organization

The International Civil Aviation Organization, or ICAO, was founded in 1944 following the signing of the Chicago Convention. It was established to promote and oversee the implementation of international standards and regulations for civil aviation. The organization is headquartered in Montreal, Canada, and has 193 member states as of 2024. Some key functions of ICAO include:
  • Setting global standards for aviation safety, security, and efficiency.
  • Promoting sustainability through initiatives like CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation).
  • Enhancing cooperation between nations to improve air navigation systems and airport infrastructure.
  • Facilitating capacity building in developing countries to meet global aviation standards.

Significance of Civil Aviation

  • Innovation and Technology : Drive advancements in engineering and operational practices, leading to safer and more efficient travel.

Civil Aviation in India

Civil aviation in India began in 1911 with the first commercial flight from Allahabad, which carried mail. Today, India has 157 operational airports, including 33 international airports. The government aims to expand this network to 190-200 airports by 2040. Notably, 1 5% of India’s pilots are women , reflecting progress in gender equality in the aviation industry.

Regulatory Framework for Civil Aviation in India:

  • Ministry of Civil Aviation (MoCA): It formulates policies for the development and regulation of civil aviation in India. It oversees airport facilities, air traffic services, and compliance with international standards set by the International Civil Aviation Organization (ICAO).
  • Directorate General of Civil Aviation (DGCA) : The DGCA is responsible for regulating civil aviation safety and ensuring adherence to international aviation standards. DGCA’s role in aviation includes formulating policies, issuing licenses for pilots and crew members, ensuring adherence to safety standards, and overseeing the certification of aircraft.
