Speaker of Lok Sabha 2024 : Om Birla ( BJP) has been elected as the Speaker for the second consecutive term of the 18th Lok Sabha. Om Birla defeated Kodikunnil Suresh (INDIA bloc's candidate) in the Lok Sabha Speaker Election to be appointed as the new Lok Sabha Speaker.

Speaker of Lok Sabha 2024

Each House of Parliament has its own presiding officers : Speaker and Deputy Speaker for the Lok Sabha, Chairman and Deputy Chairman for the Rajya Sabha. Established in 1921, these roles were originally called President and Deputy President until renamed by the Government of India Act of 1935. Article 93 of the Constitution states that the Speaker's post becomes vacant before the new Lok Sabha's first meeting . The President appoints a Pro-tem Speaker to swear in new MPs. Later the new speaker of Lok Sabha is elected by a simple majority. Bhartruhari Mahtab, the Present Lok Sabha Speaker Pro-Tem facilitated the election in the lower house and Om Birla become Speaker of Lok Sabha 2024.

Who Appoints Speaker of Lok Sabha?

The President of India is authorized to appoint the Lok Sabha speaker based on the election process. Article 93 of the Constitution of India states that “ The House of the People shall, as soon as may be, choose two members of the House to be respectively Speaker and Deputy Speaker thereof and, so often as the office of Speaker or Deputy Speaker becomes vacant, the House shall choose another member to be Speaker or Deputy Speaker, as the case may be.” This means, that the speaker of Lok Sabha is elected by the members through a simple majority. While there are no clear eligibility criteria, the candidate must be a member of the house to be eligible to be elected as the Lok Sabha speaker.

Pro Tem Speaker of Lok Sabha

When the newly elected Lok Sabha 2024 meets for the first time, their oath is administered by the ‘ Pro-Tem Speaker’ appointed by the President of India. The Pro Tem Speaker of Lok Sabha is a temporary appointment for a limited period to conduct the proceedings in the lower House of Parliament in the first instance. The Bhartruhari Mahtab was a Pro-Tem Speaker For the 18th Lok Sabha till the election process was done for this position. The Pro Tem Speaker of Lok Sabha is usually a senior most member of the House. He/She administers the oath of office to the newly elected MP and oversees the election of the Speaker. This post ceases to exist once the election of the new Speaker is completed.

There have been 18 speakers of the Lok Sabha in the Indian Parliament since 1947, and the first Speaker was Ganesh Vasudev Mavalankar , who served from 1952 to 1956. Currently, the Present Lok Sabha Speaker post will be now held by Om Birla for the second time.

After becoming the Speaker of the Lok Sabha, Om Birla will hold a powerful post as the presiding officer of the lower house of the Indian Parliament. The powers of the Speaker of Lok Sabha are mentioned in the Constitution of India which highlights the significance of this post. Here are the some of key powers of the Lok Sabha Speaker: Final Interpreter: The Speaker is the final interpreter of the Constitution of India, the Rules of Procedure and Conduct of Business of Lok Sabha, and parliamentary precedents within the House. Maintaining Order: The Speaker maintains order and decorum in the House, presides over sittings, and has the right to take part in proceedings without voting. Certifying Money Bill: The Speaker decides whether a bill is a money bill or not, and his/her decision on this question is final. Adjournment: The Speaker has the power to adjourn the proceedings of the House or suspend the meeting till the time quorum is met. Agenda: The Speaker decides the agenda that should be discussed during the meeting of the Parliament. Disqualification: The Speaker has the power to disqualify a Member of Parliament from the House on the grounds of defection as per the 10th Schedule of the Constitution. Voting Powers: The Speaker is not entitled to cast a vote in the first instance. However, he/she has the power to resolve a deadlock by voting on the matters of tie. Preside Joint Setting: He/She presides over the joint sitting of both houses of Parliament and can also call for a ‘secret sitting of the house’.

Deputy Speaker of Lok Sabha

The post of Deputy Speaker of Lok Sabha is the second highest after Speaker in the parliament's lower house. He is also an elected member who is chosen by a simple majority in the first meeting of the Lok Sabha. To remove the Deputy Speaker, a simple resolution is sufficient. His role is significant in the absence of the Speaker of Lok Sabha when he presides over the house, oversees motions, and maintains decorum. M.
