UP Digital Media Policy 2024

UP Digital Media Policy 2024 : In a significant development, the government of Uttar Pradesh introduced a new social media policy, known as the ‘UP Digital Media Policy 2024’. UP's new digital media policy aims to regulate online content while promoting government initiatives through digital media.

Understanding this policy is crucial for students preparing for the UPSC exams , as it touches on various aspects of governance, law, and fundamental rights in the digital era. The UP Digital Media Policy 2024, along with possible implications, is discussed here.

Uttar Pradesh Digital Media Policy 2024

The Uttar Pradesh Digital Media Policy 2024 marks a significant initiative by the state government to regulate and leverage digital platforms like Facebook, Instagram, YouTube, and X to spread awareness about various state-led initiatives. The government aims to utilize the growing influence of digital media to ensure that citizens are well-informed about the benefits and opportunities provided by the state by offering as much as INR 8 lakh per month to influencers. The UP Digital Media Policy 2024 addresses the growing role of digital platforms in spreading information. This policy also includes stringent measures to monitor and control the content being shared to maintain public order and prevent the spread of misinformation.

Features of UP Digital Media Policy 2024

Some of the key features of UP Digital Media Policy 2024, which aimed at regulating digital content and empowering the government to use social media effectively, are as follows: Categorization of Influencers: The new social media policy of UP government categorizes digital influencers into four tiers based on their follower count. For instance, on platforms like Facebook and YouTube, influencers with over 10 lakh followers are in Category A, while those with 1 lakh followers are placed in Category D. Payment Structure: Payments to influencers are determined by their category and content type. Influencers can get up to INR 5 lakh, INR 4 lakh, INR 3 lakh, and INR 2 lakh for X, Facebook, and Instagram. For YouTube content, they can earn up to INR 8 lakh, INR 7 lakh,  INR 6 lakh, and INR 4 lakh per month based on category. Empanelment Criteria: To be eligible in the list of Information Department, influencers must have a minimum of two years of platform operation and must submit an affidavit confirming no criminal cases against them or their firm.

Content Oversight: The Director of Information is empowered to monitor content for accuracy and appropriateness. According to UP social media policy, if the content is deemed anti-national, misleading, or harmful, the director can halt payments, revoke empanelment, or initiate legal action. Government Schemes Promotion: The primary goal of the new social media policy of UP government is to utilize digital platforms to make people aware of state welfare schemes, ensuring that accurate and beneficial information reaches a broad audience. For those looking for detailed guidelines, the UP Social Media Policy PDF will be shared by the government on its official website providing comprehensive insights into the regulations and frameworks established under this policy.

Possible Impact of UP Digital Media Policy 2024

The Uttar Pradesh Digital Media Policy 2024 is expected to have a profound impact on both digital media in the state and the citizens. Here are some possible implications of UP Digital Media Policy 2024:
  • Enhanced Public Awareness: By leveraging popular digital platforms, the government can significantly increase awareness of government schemes, leading to higher public engagement and better implementation of welfare programs.
  • Monetization for Influencers: The policy creates clear monetization avenues for influencers, encouraging them to focus on public welfare topics. This could lead to more socially responsible content in the digital space.
  • Government Control Over Content: The policy gives the government greater control over digital narratives, potentially curbing misinformation but also raising concerns about censorship and freedom of expression (Article 19).
  • Challenges for Smaller Creators : The policy's focus on larger influencers might limit opportunities for smaller content creators, potentially leading to a concentration of influence among a few major players.

IT Rules, 2021 and Article 19

With the recent introduction of the UP Digital Media Policy 2024, the Information Technology Rules, 2021 and Article 19 of the Indian Constitution are once again in the limelight. IT Rules, 2021 : The Information Technology Rules, 2021, set the foundation for regulating content on digital platforms across India. The IT Rules, 2021 require intermediaries to ensure due diligence, regulate content, and manage grievances with a clear appeal process. While amendments in 2022 require intermediaries not to create, upload, or share prohibited content, recent 2023 amendments mandate intermediaries to address fake news and regulate online games, ensuring that users do not host illegal games or spread false information verified by fact-checking agencies. Article 19 : This article of the Indian Constitution guarantees the right to freedom of speech and expression, which is a fundamental right . Article 19 plays a crucial role in the context of the UP Digital Media Policy 2024, as it raises important questions about the balance between regulating harmful content and protecting individual freedoms. Critics argue that stringent content regulations under the IT Rules and the new UP policy may infringe upon this right, leading to potential censorship. As the government seeks to implement UP Digital Media Policy 2024, the challenge lies in ensuring that while misinformation is curbed, the fundamental rights of citizens to express their opinions freely are not compromised.
