SSC Phase 13 Notification 2025 was released on June 2, 2025, and it has introduced several changes from the Phase 12 Notification released in 2024. Aadhaar-Based Authentication Introduced

One of the most notable changes in Phase 13 is the integration of Aadhaar-based authentication for candidates and scribes. This step enhances transparency and reduces the chances of impersonation or fraudulent claims.

In this process, candidates and scribes are required to complete Aadhaar verification at the time of One Time Registration (OTR). This ensures that only genuine candidates are allowed to appear for the exam. This is a major shift from the manual declaration method used in Phase 12 and is expected to bring more integrity to the examination process.

Application Through My SSC App

In a digital step forward, SSC has introduced the option for candidates to apply using the official “mySSC App.” This initiative promotes mobile-friendly applications and allows candidates to register, fill out forms, track application status, and get notifications—all through a smartphone. This feature will especially benefit rural and remote candidates who may have limited access to desktop computers. The app is synchronized with SSC’s official portal, allowing real-time updates. 

Revised Normalization Formula

Normalization is an essential process used by SSC to balance the difficulty level across various shifts in the Computer-Based Examination. In Phase 13, the Commission has clearly stated that it will use a “Revised Normalization Formula”. This formula is more transparent and scientifically structured. It takes into account:

  • Variations in difficulty level between shifts
  • Deviation of scores in each session
  • Equating candidate performance fairly across shifts

Increase in Vacancies 

Another significant update is the increase in the total number of vacancies. In Phase 12 (2024), SSC had advertised 2049 vacancies. However, in Phase 13 (2025), the Commission has announced a total of 2423 vacancies (tentative), reflecting an increase of 374 posts.

Scribe Registration Made Mandatory

For candidates who are eligible to use a scribe, the registration process has been made strictly mandatory in Phase 13. The following changes have been introduced:

  1. Scribes must register through the SSC’s portal.
  2. Aadhaar-based authentication is compulsory.
  3. The scribe’s One Time Registration number (OTR) must be entered in the application.
  4. Candidates must also provide OTP verification at the time of the admit card download.

More Stringent PwBD Sub-Category Compliance

In Phase 13, candidates must ensure that the sub-category they select (such as OH, VH, HH, Others) in the application form matches exactly with the disability certificate. There is no option to change it later, and any mismatch may lead to disqualification.

Requirement to Upload Documents Post CBT

In Phase 12, candidates had to present their documents during the document verification stage. However, Phase 13 makes it mandatory to upload all supporting documents on the portal after the Computer-Based Test (CBT). Failing to upload them will lead to the cancellation of candidature.

Transparency in Vacancy Declaration

The 2025 notification includes a detailed clause stating that the number of vacancies is tentative and may be altered, merged, or cancelled at any time.
