  • Implementation Period: The scheme is set to be implemented over a five-year period, from 2020-21 to 2024-2025 (Now 2026-27).
  • Target Development: The goal is to develop 400 Nagar Vans and 200 Nagar Vatikas across cities with Municipal Corporations, Municipal Councils, and Municipalities ( presently 1000 Nagar Vans ).
  • Area Requirements:
    • Nagar Van: Developed over a minimum area of 10 ha and up to 50 ha, within a 5 km radius of municipal limits.
    • Nagar Vatika: Developed on an area between 1 ha and 10 ha within city limits.
  • Land Use: Nagar Vans and Vatikas will be primarily developed on forest land or vacant non-forest public land.
  • Accessibility : Selected areas for Nagar Vans will be accessible to the general public, encouraging community involvement.
  • Vegetation Density: A minimum of two-thirds of the Nagar Van area should be covered with trees to ensure substantial green cover.
  • Implementing Agencies: While State Forest Departments will play a key role, other agencies like Municipalities, educational institutions, and NGOs may also be involved in the development, as recommended by State Governments.
  • Community Participation : The scheme encourages the participation of local residents, students, and institutions through tree-planting activities.
  • Financial Assistance: The Ministry provides one-time development grants for developing a Nagar Van/Vatika up to 50 ha. The remaining costs are covered by the implementing agency.
Further, Nagar Van Yojana is primarily funded through the National Compensatory Afforestation Management and Planning Authority (CAMPA) , which is an important source of funding for environmental and afforestation projects in India.
The Compensatory Afforestation Fund Management and Planning Authority (CAMP A ) was established by the Supreme Court of India in 2009 to oversee the implementation of compensatory afforestation and forest conservation efforts. Its primary objective is to offset the loss of forest land due to development projects, such as mining and infrastructure, by promoting afforestation, regeneration, and sustainable forest management. Each state in India is required to set up a State CAMPA to manage and utilize funds collected from user agencies.
