Pradhan Mantri Vidyalaxmi (PM-Vidyalaxmi) Scheme: The Department of Higher Education, Ministry of Education, Government of India, has introduced the Pradhan Mantri Vidyalaxmi (PM-Vidyalaxmi) Scheme to provide financial assistance to meritorious students in pursuing higher education due to financial constraints.  

Pradhan Mantri Vidyalaxmi (PM-Vidyalaxmi) Scheme provides collateral-free and guarantor-free education loans up to ₹10 lakh to meritorious students admitted to top 860 QHEIs selected based on NIRF rankings.​ Approved on 6 November 2024, the scheme is aligned with NEP 2020 for technical/professional courses in government institutions through a transparent application process.

What is Vidhya Laxmi Portal?

The Vidya Lakshmi portal is a one-stop government web portal launched in 2015 to facilitate single-window education loan applications and scholarships to Indian students pursuing higher education in India or abroad.​

It does provide a single Common Education Loan Application Form (CELAF) that allows for comparing schemes of 37+ banks, application to up to three banks at once, and also real-time tracking without visiting any branches.

Eligibility Criteria for Vidhya Laxmi Portal

The eligibility criteria on the Vidya Lakshmi Portal ensure that both students and registered educational institutions meet basic standards before accessing loan and scholarship services. Applicants must be from recognised academic programs and institutions registered on the portal.

For Students

The following is the eligibility criteria that a student must fulfil to be eligible for registration on the Vidhya Laxmi Portal:

  • The applicant shall be an Indian citizen.
  • Students must get merit-based admission to one of the best 860 quality higher educational institutions in the country, with no management quota.
  • Families with an annual income of up to ₹8 lakh are eligible under the 3% interest subvention benefit.
  • No other central or state government scholarship, subsidy, or fee reimbursement is allowed in conjunction with this scheme.
  • Completion without midstream dropout or expulsion, plus good academic progress from year 2 for ongoing subvention.
  • Benefits apply only once for a UG/PG/integrated program.

For Quality Higher Education Institutions (QHEIs)

The following institutions are eligible for the scheme:

  • HEIs which have featured in the top 100 in the overall or category-wise/domain-wise NIRF rankings issued by the Ministry of Education.
  • State or UT government-run HEIs which figure in the latest NIRF top 200 ranks.
  • All other HEIs that are under the administration of the Government of India, even if they do not figure amongst the top-ranked lists.

Note: This coverage does not extend to campuses in India belonging to overseas universities, Indian universities with campuses outside of the country, or foreign educational institutions.

Documents Required for Pradhan Mantri Vidyalaxmi (PM-Vidyalaxmi) Scheme

The following documents are required for the registration of PM-Vidyalaxmi:

  • Aadhaar Card
  • PAN Card
  • Address Proof
  • Previous Qualifying Marksheets (Self-attested)
  • Entrance Exam Result
  • Offer Letter from the Institution (inclusive of Fee Structure)
  • Income Certificate: The state government specifically assigned a public authority

Note: If the QHEI has already collected some of the required documents during admission, just get a simple certificate from them confirming this and submit only the missing ones to the bank or portal. 

How to Apply for Vidhya Laxmi Portal?

To apply for Vidhya Laxmi, you will first have to register yourself on the official portal. Applying can be done both online and offline.

Online Registration

  • Go to the official website of the Pradhan Mantri Vidyalaxmi (PM-vidyalaxmi) Scheme.
  • Click "New Users - Register Now," and enter your name, DOB, email, mobile, and create a password to sign up.   ​
  • Check your e-mail for the activation link, click it to verify, then log in with your credentials.
  • Provide your personal information, academic background, course/institutional information, family income details, bank account information, and information about the co-applicant.
  • Upload PDFs of documents such as Aadhaar, PAN, admission letter, fee structure and income certificate.
  • Preview the form before submission.
  • Choose a maximum of 3 bank schemes you want to apply for, upload applications, and track real-time status/updates on the dashboard.

Offline Registration

  • Visit your nearest bank branch that offers education loans under the Vidya Lakshmi Portal.
  • Collect the Education Loan Application Form (CELAF) from the bank.
  • Fill in all the required details, such as personal information, course details, family income, and loan amount needed.
  • Attach all the necessary documents, including ID proof, address proof, academic records, admission letter, and income proof.
  • Submit the completed application form and required documents to the bank official for verification.
  • The bank will process your application and may contact you for further information or document clarification.
  • After verification, the bank will update your application status and proceed with loan approval as per eligibility.

State-Wise Guidelines for PM-Vidyalaxmi

Pradhan Mantri Vidyalaxmi PM-Vidyalaxmi is centrally managed, but states often add their own rules, documents or support measures.

  • All states comply with the central PM-Vidyalaxmi rules and regulations, including using CELAF and application through registered banks only.
  • State governments issue local notifications to help students understand document requirements, deadlines, or the counselling guidelines in state-run colleges.
  • Some states link their state scholarships (merit, minority, SC/ST, OBC, EWS scholarships) to the Vidyalakshmi Portal for easy access.
  • Colleges under DTE and universities like Mumbai University ask students to apply for the loan through the Vidyalakshmi portal at the time of admission.
  • Applications for Karnataka Minority Development Corporation (KMDC) scholarships can be made in parallel to Vidyalakshmi loan applications.
  • Colleges under WBCHSE and WB State Universities guide students on using Vidyalakshmi for the UG and PG courses.
