Can a Skill-Based Course Help You Earn a Degree? Understanding India's NSQF

A college degree is no longer the only way to prepare for a career. Vocational training, industry-specific courses and practical experience are also becoming important parts of India's education system. Connecting these learning pathways with academic qualifications is therefore gaining importance.

The National Skills Qualifications Framework (NSQF) aims to bridge this gap by organising qualifications into eight broad levels based on learning outcomes and competencies. Alongside the National Credit Framework (NCrF), it supports credit accumulation and progression across different learning pathways, subject to institutional requirements.

Understanding NSQF can help you explore different qualification options and make informed decisions about your education and career.

What Is the National Skills Qualifications Framework (NSQF)?

The National Skills Qualifications Framework (NSQF) is a competency-based framework that organises qualifications into eight levels according to learning outcomes. It connects academic education, vocational training and workplace skills through a common structure.

Its key features include:

  • Eight qualification levels: Qualifications are organised into eight levels based on knowledge, skills, aptitude and responsibility.

  • Competency-based learning: It focuses on practical abilities and the application of knowledge rather than qualifications alone.

  • Recognition of different learning methods: Skills gained through formal, non-formal and informal learning can be recognised.

NSQF supports lifelong learning by allowing individuals to build qualifications through different learning pathways.

As technology changes job requirements, understanding how AI is changing job requirements is also becoming important.

How Is India Connecting Academic Education with Skill Development?

India is working to reduce the gap between academic learning and workplace requirements through the National Credit Framework (NCrF). It provides a common structure for recognising credits earned through academic, vocational and experiential learning.

The approach focuses on:

  • Credit-based progression: Learners can accumulate credits through recognised education and training programmes.

  • Academic and vocational education: Students can combine theoretical knowledge with practical skills.

  • Multiple learning pathways: Individuals can move between academic courses, vocational training and skill programmes.

This approach gives learners greater flexibility to pursue education while developing employment-related competencies.

Students exploring higher education options can also read about online degrees versus traditional college degrees.

Which Government Initiatives Are Driving Skill Development in India?

The government is implementing several programmes to provide vocational training, apprenticeships and industry-oriented skills.

Skill India Mission and PMKVY 4.0

The Skill India Mission aims to provide skill training and certification through various training centres and digital platforms. Its major programme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0, focuses on emerging sectors such as AI, electronics, agriculture, construction and IT-ITeS.

By 30 June 2026, PMKVY 4.0 had trained 28.17 lakh candidates across 36 sectors and 738 districts.

Jan Shikshan Sansthan (JSS) and Craftsmen Training Scheme (CTS)

Jan Shikshan Sansthan (JSS) provides community-based vocational training, particularly to neo-literates and school dropouts. Its courses include tailoring, handicrafts and food processing.

The Craftsmen Training Scheme (CTS) provides long-term technical training through Industrial Training Institutes (ITIs).

JSS has trained 36.52 lakh beneficiaries since 2018, with women accounting for more than 82% of beneficiaries.

National Apprenticeship Promotion Scheme (NAPS)

NAPS promotes workplace training through an Earn While You Learn model. It allows candidates to gain practical experience while receiving a stipend.

Under NAPS 2.0, the government contributes 25% of the stipend, up to ₹1,500 per month. More than 54.41 lakh apprentices have been engaged under NAPS since 2016.

PM-SETU and ITI Upgradation

Launched in 2025, Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) aims to modernise vocational training infrastructure.

Its objectives include upgrading 1,000 government ITIs, establishing five National Centres of Excellence for skilling, and training 20 lakh youth over five years.

The programme follows a hub-and-spoke model connecting 200 Hub ITIs with 800 Spoke ITIs.

How Is Vocational Education Reaching School Students?

The government is introducing practical and vocational learning at the school level to help students develop skills alongside academic knowledge.

Major initiatives include:

  • Samagra Shiksha: Integrates vocational education into schools from pre-primary to Class XII. By December 2025, vocational training had reached more than 35.5 lakh students across 25,140 schools.

  • Atal Tinkering Labs: Encourage innovation, robotics, science and technology through practical activities. More than 10,000 labs had been established by June 2026.

  • PM SHRI Schools: Promote NEP 2020 through modern infrastructure, holistic education and 21st-century skills. Around 13,092 schools had been developed by June 2026.

  • Vidyanjali: Connects schools with volunteers, professionals and organisations for mentoring, career guidance and educational support.

How Is India Promoting AI and Digital Skills?

With AI becoming part of different industries, the government is expanding access to digital and technology-based learning.

Three important initiatives are:

  • SOAR (Skilling for AI Readiness): Introduces AI education to students from Classes VI to XII and educators through courses covering AI awareness, applications and practical learning. Around 2.30 lakh students had enrolled by February 2026.

  • YUVA AI for ALL: A free, self-paced 4.5-hour AI course launched in November 2025. It introduces learners to AI fundamentals and provides a Government of India certificate after completion. Enrolment reached 85.27 lakh by 8 July 2026.

  • FutureSkills Prime: A joint initiative of MeitY and NASSCOM that provides learning opportunities in emerging technologies. The platform offers more than 2,800 courses and learning pathways.

These initiatives highlight the growing importance of AI literacy beyond traditional technology-related jobs.

India's skilling initiatives are contributing to a workforce that is increasingly prepared for changing employment requirements. According to the India Skills Report 2026, the country's employability rate has improved significantly.

India's employability rate increased from 46% in 2020 to 56.4% in 2026.

Other important trends include:

  • Future-ready skills: AI, automation, data analytics and digital competencies are gaining importance.

  • Changing hiring requirements: Employers increasingly value practical experience, adaptability and problem-solving abilities.

  • Continuous upskilling: Professionals need to update their knowledge as technologies and job roles evolve.

  • Global opportunities: India is expected to have a surplus of 45 million skilled professionals by 2030, while global labour shortages could reach 85 million.

The IMF's AI Preparedness Index also gives India a score of 49.3, compared with 42.1 for emerging and developing economies.

To develop skills in emerging technologies, programmes such as the IIT Patna Professional Certificate Programme in AI and ML offer another route to explore specialised learning.
