National Livestock Mission

The National Livestock Mission is a transformative initiative that promotes sustainable development, supports rural livelihoods, and strengthens India’s agricultural economy. It was launched in 2014 and was revised and realigned from the financial year 2021-22.

The National Livestock Mission is being implemented by the Department of Animal Husbandry & Dairying under the Ministry of Fisheries, Animal Husbandry and Dairying. Keep reading to learn more about this initiative.

What is National Livestock Mission?

The National Livestock Mission (NLM) was launched by the Government of India in 2014 as a centrally sponsored scheme. It aims to promote sustainable and holistic development of the livestock sector, focusing on improving productivity and addressing challenges in breeding, feed, and health.

National Livestock Mission Objectives

The National Livestock Mission aims to address key challenges in the livestock sector while promoting rural development through the following objectives:
  • Enhance Productivity: Improve per-animal productivity by implementing breed improvement programs.
  • Applied Research: Encourage research in critical areas such as poultry, sheep, goats, feed, and fodder to enhance productivity and sustainability.
  • Capacity Building: Strengthen the capacity of state functionaries and livestock owners through improved extension services to provide better support to farmers.
  • Health Management: Strengthen disease surveillance and prevention for better livestock health.
  • Generate Employment : Create rural employment through livestock-based enterprises in the small ruminant, poultry, piggery, and fodder sectors.
  • Skill Development: Provide skill-based training and promote technologies that reduce production costs and improve overall efficiency.

National Livestock Mission Portal

The National Livestock Mission Portal known as ‘Udyami Mitra’ is an online platform that streamlines access to the scheme’s benefits. Beneficiaries can apply through this portal at ‘nlm.udyamimitra.in’, which facilitates the application process, including:
  • Submission of applications
  • Screening by State Implementing Agencies (SIAs)
  • Loan sanctioning by lenders
  • Approval of subsidies by relevant authorities
The National Livestock Mission portal serves as a one-stop solution for beneficiaries to apply for subsidies, track applications, and access updates.

Sub-Missions in the National Livestock Scheme

The National Livestock Mission comprises three sub-missions having 10 activities after realignment to address specific needs within the livestock sector. Each sub-mission has a unique focus and objectives.
  1. Sub-Mission on Breed Improvement of Livestock and Poultry
  2. Sub-Mission of Feed & Fodder
  3. Sub-Mission on Innovation and Extension.

Key Features of the National Livestock Mission

The mission incorporates several innovative features to achieve its objectives effectively. Here are some of the notable features:
  • Increased Production: The mission focuses on increasing the productivity of animals by improving breeds, which is important for boosting the production of meat, milk, eggs, and wool.
  • Fodder and Feed Development: NLM works on improving the supply of quality feed by strengthening the fodder seed supply chain and promoting fodder processing units to meet demand.
  • Risk Management: The mission supports measures like livestock insurance to protect farmers from losses due to unexpected events.
  • Financial Assistance: NLM offers subsidies to help establish livestock units, supporting both individual entrepreneurs and groups like Farmer Producer Organizations (FPOs) and Self-Help Groups (SHGs).
  • Centralized Implementation: The scheme operates across India, with an online application process through platforms like Udyami Mitra, ensuring transparency and efficiency in project approval and funding.

Additional Activities in National Livestock Mission

In 2024, the Union Cabinet approved further modification of the National Livestock Mission by including additional activities such as:
  • Entrepreneurship for Horse, Donkey, Mule, and Camel: 50% capital subsidy up to ₹50 lakhs for individuals, FPOs, SHGs, JLGs, FCOs, and Section 8 companies. Assistance for breed conservation of horses, donkeys, and camels.
  • Fodder Seed Processing Infrastructure: 50% capital subsidy up to ₹50 lakhs for infrastructure like fodder processing units, grading plants, and seed storage godowns.
  • Fodder Cultivation Support: Assistance for increasing fodder cultivation in non-forest, waste, rangeland, non-arable, and degraded forest lands.
  • Livestock Insurance: Simplified insurance program with a reduced beneficiary premium share of 15%). The premium is shared 60:40 between the Centre and State (90:10 for some states).
