Hindustan Urvarak & Rasayan Limited (HURL) is a joint venture company formed by Indian Oil Corporation Limited (IOCL), NTPC Limited (NTPC), and Coal India Limited (CIL) in collaboration with Fertilizer Corporation of India Limited (FCIL), and Hindustan Fertilizer Corporation Limited (HFCL), with the primary goal of establishing and operating a state-of-the-art environment friendly and energy efficient Natural Gas based Fertilizer Complexes.
CIL, NTPC, and IOCL, the three primary promoter businesses of HURL, are among the top Maharatna Public Sector Undertakings of the Government of India, affiliated to the Ministries of Coal, Power, and Oil & Natural Gas.
These three firms possess a total of 89% equity share with equal partnership, while FCIL and HFCL have a combined 11% stake based on their usable assets, opportunity cost, and leasing usage of land at the three plant locations.
The Government of India's Cabinet Committee on Economic Affairs (CCEA) has formally approved the reactivation of FCIL's Gorakhpur and Sindri plants, as well as HFCL's Barauni unit.
The primary goal of HURL is to establish and operate state-of-the-art, environment-friendly and energy-efficient Natural Gas-based new Fertilizer Complexes (Ammonia-Urea) of 2200 MTPD Ammonia and 3850 MTPD Urea (1.27 MMTPA neem-coated urea) at each of the three locations, and to market their products simultaneously, thereby spurring economic growth in eastern India.

The start-up of all three HURL plants will add 38.1 LMTPA of indigenous urea production to the country, contributing to Prime Minister Modi's vision of making India 'Atma Nirbhar' (self-sufficient) in urea production.
It is one of India's largest fertilizer manufacturing units, and Prime Minister Shri Narendra Modi laid the groundwork for it.
The project will not only increase the availability of fertilizer to farmers, but it will also boost the regional economy by developing infrastructure such as roads, railways, ancillary industry, and so on, in addition to ensuring the nation's food security.
HURL Plants has several distinguishing features, such as a state-of-the-art blast-proof control room outfitted with DCS (Distributed Control System), ESD (Emergency Shutdown System), and environmental monitoring systems, among others.
It also features India's first air-operated bullet-proof rubber dam, measuring 65 metres in length and 2 metres in height. In these plants, there is no offsite waste water disposal. Operators are highly motivated, dedicated, and well-trained individuals who operate the systems.
The facility employs cutting-edge technology to meet urea demand in Uttar Pradesh, Bihar, Jharkhand, Chattisgarh, Madhya Pradesh, West Bengal, and Odisha.
Aside from urea supply, the project will also aid in the development of small and medium-sized industries and vendors in the vicinity of the manufacturing unit.
There will be a lot of entrepreneurship activities around the hub, which will help to generate more jobs. The operation of plants will lead to make the country self-reliant in urea fertilizer, Saving in Foreign Exchange out due to reduced import and a giant step towards "Atma Nirbhar Bharat in Fertilizers".
The present Gorakhpur Fertilizer facility of Fertilizer Corporation of India Ltd. (FCIL) is situated about 12 kilometers north of Gorakhpur town on NH-28 in eastern Uttar Pradesh. It has great road and rail links.
The Gorakhpur AirPort, located 21 kilometers from the Gorakhpur Fertilizer Unit, provides direct flights to and from Delhi and Kolkata.
Following the creation of HURL in June 2016, the Hon'ble Prime Minister of India laid the foundation stone for the Gorakhpur Fertilizer Project on July 22, 2016.
Following that, all investigations, clearances, scrap disposal, and pre-project tasks were undertaken and finished.
The main plant LSTK contract was awarded in February 2018, and the project is proceeding according to schedule.
TOYO, Japan The mechanical completion date has been set for October 30, 2021, by the LSTK contractor. The GKP Project's SCOD is due soon.
The current Sindri Fertilizer facility of Fertilizer Corporation of India Ltd. (FCIL) is in the district of Dhanbad, Jharkhand. Sindri is well connected by train and road to major cities.
Dhanbad district headquarters is approximately 26 kilometres from Sindri and serves as an important division headquarters for the East Central Railway.
The ancient Grand Trunk Road and National Highway NH-02, which connect Kolkata and Delhi, are only around 25 kilometres apart from the Sindri Factory region.

The present Hindustan Fertilizer Corporation Ltd. (HFCL) Barauni Fertilizer facility is in the Bihar district of Begusarai. The factory is 0.8 km away from the Broad Gauge Railway Station (Barauni).
The IOCL Barauni Refinery is located next to the fertilizer factory. The factory is easily accessible by train and road. National Highway 31 runs close. The nearest airport is in Patna, around 100 kilometres away from Barauni.
