UPSC Pratibha Setu is a talent connect initiative by the UPSC to facilitate voluntary disclosure of details of non-recommended willing candidates—those who cleared all written stages and interviews of prestigious UPSC exams but did not find a place in the final merit list. Through this platform, ministries, PSUs, autonomous institutions, and registered private companies can access biodata of these candidates for employment purposes.

Initially launched as the Public Disclosure Scheme (PDS) on August 20, 2018, it was first used to disclose candidates of the Combined Medical Services Examination, 2017. Today, under the new name UPSC Pratibha Setu, it plays a more dynamic role in India's talent acquisition ecosystem.
The primary objective of UPSC Pratibha Setu is to create a structured, secure, and voluntary mechanism for non-recommended candidates to be considered for employment by reputed entities. These aspirants, having demonstrated excellence throughout the selection stages, often go unnoticed post-examination. The platform serves as an alternative hiring route, capitalising on their merit.

Employers, both public and private, can register via the official portal. Private companies must authenticate their Corporate Identification Number (CIN) via the MCA API for secure access.
Once registered, organisations get access to a dashboard with modules like Notifications, Wishlisting, Shortlisting, Selection/Rejection, Reporting, and more.
The UPSC Pratibha Setu registration includes biodata with academic qualifications, exam history, and contact information, helping employers make informed choices.
Only verified and registered employers can access data, and inclusion in the platform is strictly consent-based, upholding data protection and candidate privacy.
To register on the UPSC Pratibha Setu portal, employers must follow these steps:
Visit the UPSC Website and navigate to the “Examination” menu.
Select “UPSC PRATIBHA Setu” from the dropdown.
You will be redirected to the UPSC Pratibha Setu Portal.
Click on “Register”. Enter the CIN and verify via OTP sent to the registered email (with MCA).
Upon verification, fill in the Nodal Officer Registration form.
Validate via OTP sent to the mobile and email of the nodal officer.
After successful authentication, employers gain access to the dashboard and talent database.
This streamlined registration process ensures that only genuine and verified employers can access the sensitive biodata of non-recommended candidates.
